' January 19, 1965 - Page 2 <br />Mr, Labas also reported that the corrections in Beverly Hills Subdivision No. 2 <br />have been completed by the developer and the plat is ready for Council. <br />Mr, Foltz, Chairman of the Legislative Commbttee, reported a meeting at which <br />they recommended that legislation be prepared to establish a$50,00 reward to <br />persons giving informatian leading to the ar°rest af anyone obstructing the flow <br />of the drainage ditches by throwing debris in them. <br />The Committee studied copfes of the ordinance used hy Shaker Heights covering <br />certificates of occupancy for multf-dwelling buildings, and turned it over to <br />Mr. Kitchen for his review and comments. A report will be forthcoming. <br />xhey also discussed the moving of structures along main arteries in North Olmsted. <br />The Safety-Service Director is to make recommendations as to the hours the main <br />arteries could be used for such moving, and also for establishing fees and the <br />streets that could be used, <br />At the request of Mr. Foltz, the Building Commissioner distributed an outline <br />of the procedures followed in the Buildbng Department, The Law Director suggested <br />that when work on a house is stopped, the Builder or Gontractor be required to <br />obtain an affidavit from the Building Department giving him the right to resume <br />work before he does so. <br />Mr. Caster, Chairman of the Public Service and Develapment Committee reported <br />receipt of a letter from the Engineer stating that Talp Subdivision is ready for <br />final acceptance and dedication. He will ask for legislatfon, and meet with <br />the committee prior to introduction of the legislation, <br />Mr. Caster also reported a meeting with Floyd Browne & Associates to review the <br />status of the present sewer program and the projected program for Phase 3, <br />They suggested rates and established a procedure for the Mayor to follow in <br />approaching the County for participation in the costs, The largest item was <br />a method of inetering sanitary sewage from the township. Meter pits could be <br />installed or a rough weir gauge method of estimating the flow be used. It was <br />the consensus of opfnion that the weir gauge method with a rate charge to be <br />determined by their consumption would be most satfsfactory. Tentatively a rate <br />of $6,05 a cubic foot was set, with thefr maintanence of sewers within their <br />own boundaries. A meeting was set up for January 25th to review plans for the <br />proposed Zone 3 system, <br />Mr. Dewey Limpert, Chairman of the Transportation Committee, announced a meet- <br />ing of the Committee will be held Mondayy January 25th following the sewer <br />meet ing. <br />Mr. Limpert aiso reported on a meeting with the Fire Pension Board. He was <br />requested to bring to Council the discussion of compulsory retirement, and <br />ask what City plans are for forming acompulsory retirement plan for the <br />separate departments. Members of the Fire Penss.on Board asked to be present <br />at any meeting to be held to discuss ithis matter, <br />Mr, West, Chairman of the Finance Gommittee, reported that the Committee has <br />requested legislation to authorize advertising far bids for two new police
