They agreed to make some adjustments in Engineering Departmeca'w <br />funds, also added $2,000 to the Police Department for schooling and $?,000 <br />for supploes, plus provision for a fourth Sargeant and an additional man +n <br />the iDetecteve Bureau. They discussed Income Tax Department and adm9na?tra- <br />tion of it, wsth the new Tax Administrator, who is now functioning arad work- <br />e ng wi kh xhe Cent ra 1 Co 1 1 ect i on Agency. , The commi ttee dec i ded to recomaaend <br />that the City not purchase Sealtest Building, and agreed to ask for ?egis- <br />lation to authorize $2500 for a preliminary study of a Civic Cente?. They <br />also decided that Mr. Carl Homen's invoices on his sanitary sewer are sao~ <br />a cesponsibalaty of the City. <br />Mro Prokasy, Chairman of the Design and Platting Committee, reported that <br />this comrnittee had met on March 26th to discuss Spade Builders' proposal, <br />a request for high rise zoning on two Lorain Road lots between Ranchuiew <br />and the Volkswagen Agency. This would require rezoning of the 550" ot <br />commercial area to high rise, and an additional three to four hundred <br />feet of residential zoning rezoned to high rise. The committee is un- <br />anamous in the opinion that the proposat is not the best use of land and <br />recommends that this proposal be rejected. Planning Commission has ap- <br />proved the revised plan of the Saks and Goldberg apartment proposal taeteveeri <br />Brendan and Clague. This is now in committee for review. <br />Mr. Dewey Limperty reporting for Mr. Eian, Chairman of Safety, Health & <br />Welfare Committee, said this committee had met on the 27th of March for <br />purpose of reviewing the proposed Blasting Ordinance. This committee is <br />now ready to recommend that the ordinance be adopted and will submit de- <br />tails to the Law Director as agreed upon by this committee. <br />Mrs. Hodgins reminded Council of the informational meeting on solid vaaste <br />disposal, April 3rd9 in the North Olmsted City Hall, which Mayors and other <br />interested parties from neighboring communities are attending. <br />°fhe Clerk read several communications. One, from Mr. E. J. Gundy, 3uilding <br />Commissioner, dated March 209 1968, requesting that Council approve proceed- <br />ing with demolition of the frame dwelling, located on Permanent Parcel 232-12- <br />6m9• The second letter was to Council from Mayor Christman, dated March 29, <br />1968r serving notice of his "veto" of Ordinance No. 68-46 which is an ordin- <br />ancp amerading the Codified Ordinance by establishing Chapter 702 entotled <br />"Traveling Public Shows or Carnivals." He is vetoing ordinance for these <br />trwo reasons: (1) the $1000 deposit required to cover any cost or servAce <br />rendered by any Department of the City, such as torn-up grass, damaged ball <br />diamonds9 etc.9 should be specifically deposited by the owner of such Show <br />or Carnival. <br />(2) The passage of the ordinance at this time would create <br />a hardship for organizations which have already contracted for Earnivals <br />for the year, 1968. Mayor Christman is recomrnending that a new Ordinance <br />be passed similar in nature which would specifically state that the $1000 be <br />made by the Carnival people involved instead of the sponsoring organizatson; <br />and thet effective date of Ordinance be made September 14, 1968, in order to <br />have these rules arad regulations in effect by the 1969 Carnival Season. <br />t
