<br />Mr. Eian also submitted a sample ordinance which would correct the present
<br />problem of having to amend the Traffic Control Ordinance every time you
<br />amend the Traffic File. In order to comply with the requirement that Gouncil
<br />not delegate author9ty to anyone else, Council would stitl have to approve
<br />changes but it would eliminate having to change ordinances for any new segns.
<br />Mr. West, Chairman of the Finance Department, reported that Finance Committee
<br />has compteted work on first complete 1968 budget. He reminded Council of the
<br />very important Finance Committee Meeting on January gth, at 8:00 p.me
<br />President of Council 0'Neill asked Mr. Miller and Mr. Eian to get together on
<br />Safety-Service Director's request for ordinance regarding cars parked on lawns
<br />for any length of time.
<br />A discussion followed on proposed Ordinance No. 67-288, which has had its
<br />second reading. Mrs. Hodgins urged this be held on second reading until
<br />Dr. Curtis of the Cuyahoga County Board of Health has had a chance to look
<br />it over. She requested Clerk to send a copy of this ordinance to Dr. Curtis,
<br />asking his opinion and ideas on this proposed ordinance.
<br />Ordinance No. 67-262 was given its second reading. An Ordinance levying
<br />special assessments for the improvement of Canterbury Road and Sweetbriar
<br />Drive by constructing sanitary sewers, sewer curb connections and other
<br />necessary appurtenances, and declaring an emergency.
<br />Ordinance No. 67-286 was given its second reading. An Ordinance amending
<br />the Codified Ordinances of the City of North Olmsted, Chapter 155, entitled
<br />"Recreation Commission, Section 155.01 entitled "Powers and Duties."
<br />Ordinance No. 67-288 was given its second reading. "An Ordinance amending
<br />fihe Codified Ordinances of the City of North Olmsted by addition of Chapter
<br />714 entitled "Hospitals and Ins,titutions" and declaring an emergency.
<br />Ordinance No. 68-1 was introduced by Mr. West. An Ordinance to make appro-
<br />priations for current expenses and other expenditures for the City of Plorth
<br />Olmsted, Ohio, for the year ending December 31, 1968, and declaring an emer-
<br />gency. Mr. West moved for suspension of the rule requiring three separate
<br />readings, seconded by Mr. Limpert. Affirmativc vote was Caster, Eian, Hodgins,
<br />Limpert, Miller, Prokasy, West. Mr. West then moved for adoption of the ordin-
<br />ance, seconded by Mr. Limpert. Affirmative vote was Caster, Eian, Hodgins,
<br />Limpert, Miller, Prokasy, West.
<br />Ordinance No. 68-2 was introduced by Mr. Caster and given its first reading.
<br />An Ordinance levying special assessments for the construction of sidewalks
<br />on Alexander Road and Barton Road, and declaring an emergency.
<br />Ordinance No. 68-3 was introduced by Mr. Limpert. An Ordinance amending
<br />North Olmsted Codified Ordinance, Title Three, Chapter 1311, Section 1311.05,
<br />entitled "Amendments to Regional Building Code" by adding Paragraphs 21, 22
<br />and 23 to Section 1689.03 entitled "Basic Principles and Performance Standards
<br />for Plumbing" of the Regional Building Code, and declaring an emergency.
<br />Mr. Limpert moved for suspension of the rule requiring three separate read-
<br />ings, seconded by Mrs. Hodgins. Affirmative vote was Caster, Eian, Hodgins,
<br />Limpert, Miller, Prokasy, West, Mr. Limpert then moved for adoption of the
<br />ordinance, seconded by Mrs. Hodgins. Affirmative vote was Caster, Eian,
<br />Hodgins, Limpert, Miller, Prokasy, West.
