Mr. Mangani moved for the suspension of the <br />rule requirang three readings, seconded by Mr. Eian. Affirmative vote was <br />Eian9 Fo+Lz, Hodgins, Limpert, Mangani and West. An ordinance to provide <br />for the i3suance of a note in anticipation of the levy and collection of <br />specia', assessments fcar the purpose of paying the cost of installing <br />sidewalks an various areas of the City where property owners have failed <br />to comply with notices to construct such sidewalks, and declaring an <br />emergencyo Ntr.
