?, . <br />4b <br />? ? .. <br />MINUTES OF SPECTAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />July 24, 1967 <br />9:20 P.M. <br />Present: President of Council Francis J. 0'Neill; Councilmen Henry <br />Caster; Carroll Eian; Jack Foltz; Virginia Hodgins; Alex <br />Mangani. <br />Also present: W. L. Gerlach, Finance Director; J. Bruce Kitchen, <br />Law Director; Clerk of Council Ma.rgaret West. <br />Absent: Dewey Limpert; John West. <br />Resolution No. 67-195 was introduced by Mr. Caster. A Resolution <br />determining that the Sherwood Drive Improvement should be made <br />after hearing pursuant to revised Code Section 727.24, and declar- <br />ing an emergency. Mr. Caster moved for suspension of the rule <br />requiring three separate readings, seconded by Mr. Mangani. Affirma- <br />tive vote was Caster, Eian, Foltz, Hodgins, Ma.ngani. Mr. Caster then <br />moved for adoption, seconded by Mr. Ma.ngani. Affirmative vote was Caster, <br />Eian, Foltz, Hodgins, Mangani. <br />Mr. Mangani moved that the Finance Director be requested to furnish <br />a Fiscal Officer Certificate in connection with the proposed issue of <br />notes and bonds for improving PAim Drive, seconded by Mr. Caster. <br />"Yeas" Caster, Eian, Foltz, Hodgins, Mangani. The certificate was furnished. <br />Ordinance No. 67-196 was introduced by Mr. Mangani. An Ordinance <br />to provide for the issuance of a note in anticipation of the levy of <br />special assessments and in anticipation of the issuance of bonds to <br />pay the cost of improving Palm Drive between certain termini by <br />grading, draining, curbing, paving and constructing storm and sanitary. <br />sewers, sewer curb connections and sidewalks, together with the neces- <br />sary appurtenances, and declaring an emergency. Mr. Mangaai moved <br />for suspension of the rule requiring three separate readings, seconded <br />by Mr. E.a.ster. Affirmative vote was Caster, Eian, Foltz, Hodgins, <br />Mangani.
