? e <br />MINUTES OF THE MEETING OF THE COUNCIL OF <br />THE CITY OF NORTH OLMSTED <br />MAY 31 1967 <br />? 8:07 P.M. <br />Present: Mayor Ralph E. Christman; President Francis J. 0'Neill; Council- <br />men Carroll Eian; Jack Foltz; Virginia Hodgins; Dewey Limpert; <br />Alex Mangani. <br />Also present: J. Bruce Kitchen, Director of Law; W. L. Gerlach, Director <br />of Finance; Del Limpert, Safety-Service Director; Frank Dutton, <br />City Engineer; Margaret West, Clerk. <br />Absent: Henry Caster; John West. <br />Minutes of the meeting of April 18th were approved as written. <br />Mayor Christman announced that after May 12th the dumping area in the <br />Park would be closed. All rubbish will then have to be put on the tree <br />lawns on regular pick-up days. <br />The Mayor also presented to Council for study an ordinance regarding <br />mutual aid contracts. <br />The Safety-Service Director presented his report in writing. <br />Finance Director Gerlach delivered to the Clerk 35 initiative petitions <br />for rezoning a triangle of land roughly bounded by proposed I-80, Kennedy <br />Ridge and Columbia, from Mixed Use to Residence District, <br />Mrs. Hodgins, Chairman of the Public Service and Utilities Committee, re- <br />ported on a study made of the use of plastic garbage bags. Fairview and <br />Rocky River sell them to residents through the Service Department, at a <br />cost of 7-1/2,^,, or 9-1/2q, for heavier bags. They are used as liners for <br />garbage cans, are fastened and placed on .the tree lawn on collection days. <br />It cuts down the time involved in handling rubbish and leaves clean <br />streets when the trucks depart. The Committee is recommending the City <br />purchase 5,000 to be sold to residents on a voluntary basis. This would <br />require a vendor's license for the Mayor or Safety-SErvice Director. <br />The Committee also set forth the following reasons for recommending the <br />purchase of a fourth packer-type truck for garbage: addition of 100 homes <br />to the routes as originally planned; necessity for using a smaller, older <br />truck for dumping, which holds 9 yards less, but costs the same to dump; <br />the impossible situation if one of the large trucks should break down; the <br />extra trash from spring cleaning. <br />Mrs. Hodgins also advised that she is preparing a written report on her <br />trip to Columbus to attend a meeting of the Citizens Committee on Health <br />and Welfare. <br />-....?__? wl?:- _ MWIW?-_ , -? =??OKWIt.-Wloa? wwr.-,.
