Council was in favor of either making it voluntary, or man- <br />da.`orvn with some discretionary powers in the Mayor or administration. The <br />La-a '?irector then advised that legislation could not be drawn making it mandatory <br />excent at the discretion of the Mavor or the Administration, since this would be <br />delegatinQ Council's powers. The matter will be further studied in committee. <br />P,. 7i_nance Committee meetinQ was set for Monday, February 13 at 8!00 P.M. for <br />di-scussion of the income tax ordinance as drawn up by the Law Director.
