. <br />Public Hearing Minutes 2-5-70 -2- <br />Law Director Kitchen further explained that anything zoned prior to a <br />zoning ordinance taking effect would be "non-conforming use", as such. <br />Mr. T. Gallagher, 28646 Lorain Road, said he understands a person with <br />a 75' lot on Lorain Road would not be issued a building permit because <br />it would not meet standards. <br />Law Director Kitchen said this is not true. The existing platted lot <br />can still be used. <br />Mr. Gallagher referred to types of business having a"national image", <br />i. e. McDonalds. Suggested this would interfere with image. <br />Mr. Prokasy said regardless, if that structure has a parking, or any <br />other commercial building or apartment, has a parking lot, they must <br />go through Planning Commission and City Council for approval. <br />Mr. Paul Buckland, 29895 Lorain Road, questioned drainage of parking <br />lots; also, why a 20' buffer area is needed. <br />Mr. W. Schabel, 29341 Lorain Road, questioned why this Ordinance and <br />its requirements continue to be considered - feels it is str3sctly <br />unconstitutional. <br />Mr. R. James, representing Standard Oil Company, questioned Section <br />1174.02, "Setback Regulations". <br />Mr. R. Oring, Olmsted Woods Subdivision, questioned Page 3, 1212.01 and <br />diagram showing standards for designing parking areas, attached to <br />Ordinance. <br />Mr. C. Bower, 5996 Louis Drive, questioned Mr. Prokasy on standards for <br />designing parking areas. He explained, as a builder, he was interested <br />in details for same. <br />Mr. Stark inquired about 90 degrees angle with reference to driveways. <br />Mr. Prokasy said the 90 degrees only means that traffic which intercepts. <br />Mr. Prokasy referred to 1213.02, page 5, referring to intersecting street <br />line, and also commented that Lorain Road runs at an angle. <br />Mr. C. Crabs, Butternut Ridge Road, also commented on driveway design <br />standards. He suggested description regarding 90 degree angle should <br />be enlarged as to how far the 90 degrees goes back; - does driveway <br />have to be 90 degrees for two feet or twenty? <br />Mr. West said Ordinance is trying to design dra.veways sa that there can <br /> <br />
