<br />MINUTES UF THE MEBTING OF TEtE fAUNCIL <br />OF THE CITY OP btORTH 0136TED <br />DECEMBER 16, 1969 <br />8:00 p.m. <br />Present: President Francis J. 0'Neill, Councilmen Caster, Eian, <br />Hodgins, Limpert, Miller, Prokasy, West. <br />Also present: Mayor Ralph E. Christman, 3ervice Director Charles [Jatts, <br />Finance Director tlilliam Gerlach, Law Director Bruce Kitchen, <br />Clerk of Council Florence Holm and Acting City Engineer Michael <br />Karhan. <br />Minutes of ineeting of December 2nd appxoved as written. <br />Law Director Kitchen advised Council and the peoprle of Pazk Ridge Subdi- <br />vision that the City has rcceived Judgment that we have 8,??ces8fui1q ae- <br />fended the law suit involved here. There will be no gas station at P'ark- <br />ridge Road and Lorain Road. <br />Mr. Caster,P?unicipal Development Commi.ttee Chairman, reported this com- <br />mittee had met Decetnber 3rd with the Design & Platting Committee. They <br />had interviewed representatives of H. F. Ludwig, aad Associates, a con- <br />sulting firm. After receiving a little background on firm and work they <br />do, they asked for an estimate and idea on cost of preliminary surveq <br />on drainage facilitfes in City. Also what recanmendatiems could be msde <br />in regard to Mr. Prokasy's sugpeation that we have retention basins withfn <br />the City. Suggestion caas made of using some of our existing diCches, right- <br />of-way, etc. The representatives of H. F. Ludwig and Assaciates 8aid they <br />could do a feas3bility study for approximately three thousand dollars. <br />Municlpal Development Committee, therefore, recoa+mends thst legfsiation be <br />prepared to auChorize Mayor Christman Co enter into a contract with H. F. <br />Ludwig and Associatee. Committee thinks fipure is reasonable fox what <br />they propose to do, and should not be overlooked. T'he City will sti11 need <br />to have a storm sewer program as soon as possible however. Mea3c?while, if <br />something can be dene to alleviate the stress, it would not cmly benefit <br />the City, but their finances as caeZl. <br />Mr. Linpert, Transpartation Chairnian, announced they had received word <br />from Fai.rview that they have authorized Mayor or Service Director to enter <br />into an agreement with the North Olmsted Municipal Bus Line cm traneporta- <br />tion; also accepting proposed increases. <br />1dr. Eian, Chairman of the Safety, Health & Welfare Gotsmittee, reported <br />they had met on December 15th, with tha Police Chief, to discuss proposed <br />plans for the Police Department expmnsion. It has been ascertained that <br />it would cut costs to expand to rear and upwards in present builcling in- <br />stead of toward the front of building. Plans are being prepared to get. <br />firai costs. Conanittee also diseussed addition to Police oxp_anizaticra, <br />but as yet no decision has beea made. Cammittee also reviewed three pro- <br />pert3es that are naw in demolition proceedings: 27738 Lorain Road, Rear <br />4727 Martin and 27270 Cottarnaood. Ttiere has,been a lomg-sCanding reauest <br />for traffic light at Lorain Road and Dgvid D" which was also ccrnsidered. <br />Because of traffic fl.owi, it is felt that it wauld be unwise to install at <br />this Cime.
