<br />MINUTES OF THE MEETING OF THE COUNCIL
<br />OF THE CITY OF NORTH OI,MSTED
<br />September 16, 1969
<br />Present: President of Council Francis J. 0`Nei11, Councilmen Caster,
<br />Eian, Hodgins, Limpert, Millex, Prakasy, West.
<br />Also present: Mayor Ralph E. Christman, Sexvice Director Charles Watts,
<br />Finance Director William Ger7.aCh, Acting City Engineer Michael
<br />Karhan, Law Director Bruce Kitchen, Clerk of Council Florence
<br />Holm.
<br />The minutes of Council meeting of Septembex 2nd were approved as written.
<br />Mayor Christman said Recreation Grant Application has been appzoved for
<br />Spring Vale by NEOCA. Should vote be in its favor at election in Novem-
<br />ber, the entire one million dollars would r?ot have to be levied with
<br />this Grant.
<br />Mr. Eian, Chairman Safety, Health & Welfare Committee, said this coiranittee
<br />had met on 9th of September, together with Finance Committee. Meeting also
<br />attended by Mayor, Service Director, Police Chief, Law Director and Counc3,1-
<br />man Prokasy. The committee discugsed Qxtension of "No stopping" on Lorain
<br />Road from Barton Road west. Committee rqGOmmends that it be done. Mr.
<br />Eian moved that tXaffic map and file b,e amended to show "no stopping, stand-
<br />ing or parking on Lorain Road from Barton Road, west to municipal boundary,"
<br />Motion seconded by Mr. Limpert. "Yeas" Caster, Eian, Hodgins, Limpert,
<br />Miller, Prokasy, Tnlest.
<br />Chief HiXd reviewed finalized plans for Po1ice Station at this meeting. He
<br />will now get costs. They also discussed plaAs for proposed assistant to
<br />Police Chief. This item will need further discussion in comrnittee.
<br />Mr. Eian said committee is requesting legislation for demolition of P. P.
<br />#232-17-02, 4474 Porter Road.
<br />Mr. Eian then asked to have above motion op Lorain Road "No Stopping" amend-
<br />ed to include wordS "common storage land," seCondEd by Mr. Limpert. "Yeas"
<br />Caster, Eian, Hodgins, Limpert, Miller, Prpkasy, West.
<br />Mr. West, Chairman Finance Committee, said this committee had met twice:
<br />2nd and 9th of September. Would like to remind Council time to work on
<br />1970 budget, plus remainder of 1969 - realloeating and stretching. Meetings
<br />are now set up for Finance Committee to meet September 23, 30, October 14
<br />and 20, to take care of budget matters, and also meet with police and fire
<br />departments on questions of salaries, etc. Discussed new valuation that
<br />County has submitted to N. Olmsted for 1970. Did not grow as fast as ex-
<br />nected, so in order to hold line on pxoperty taxes, will have to reduce
<br />amount of money that was in preliminary budget. Will request legislation
<br />to advertise for bids for two 2-ton and one 1-ton dump trucks for Service
<br />Department.
<br />4D Mr. Prokasy, Chairman Design & Plattin(d Cpmmittee, said proposed legislation
<br />on Agenda tonight for No. 69-151 will be held up since Planning Commission
<br />has not acted upon changes. This committee has also suggested certain
<br />changes in the S. D. C. Subdivision proposal and requests that the Planning
