Council Minutes 9-16-69 -2- <br />Commission review said changes. In addition to changes in layout, to study <br />possibility of changing traffic flow pattern so that it does not add to <br />area problems. Mr. Prokasy moved motion to this effect, seconded by Mr, <br />West. "Yeas" Caster, Eian, Hodgins, Limpert, Miller, Prokasy, Weste <br />Mr. Prokasy referred to Public Hearing of September lOth on Zoning Ordi- <br />nances, saying there were many comments - many constructive. These will <br />all be given consideration and Design & Platting Committee will make recom- <br />mendation to Council when they have had time to meet and consider them. <br />Mr. Caster, Chairman of Municipal Development Committee said they had met on <br />September 9th, Esther Avenue sidewalks were discussed since they had request <br />from people that installation of sidewalks be postponed until next year. Com, <br />mittee believes that City should go ahead with paving and street drainage; <br />that there is no need for postponing installation of sidewalks. Therefore, <br />they recommend Council go ahead with sidewalk program as established for <br />Teresa Lane, Virginia and Esther> <br />Those addressing Council were: Mr. F. G. Kitson, 27935 Lorain Road, who said <br />he had written to Mayor and Council and Planning Commission protesting and <br />objecting to plan for vacation of Northern Avenue. Has been told suit is <br />pending in Common Pleas Court. Mayor said there was request to vacate Nor- <br />thern which had been turned down by Planning Commission. Eight property <br />owners from east side of Porter Road to High School property brought action <br />against City regarding this request. Mr. Kitson said this should definitely <br />be contested and not approved. Law Director Kitchen confirmed fact suit is <br />contested and is waiting answer. Mr. Kitson also discussed accesses to Decker <br />Rd. and described some of his own observations on problems presented. Feels <br />as if it is a matter of Police power to direct traffic. Would have no objection <br />to entrance on Lorain Road if there was some way to come through. Not satisfied <br />that traffic is real problem. <br />Mre West replied while Mr. Kitson's points are we11 taken, people on Decker <br />Road have made their point too. Situation needs to be studied more thorou:ghly. <br />Adding traffic could be real problem. Suggested anyone who can should express <br />themselves on subject to Planning Commission. Council is asking them to come <br />up with a different flow of traffic. Mr. Prokasy added that a prime item to <br />be taken into consideration is safety involved. <br />Mr. Roger Lockhart, 5519 Decker Road, said that it is not true that people on <br />Decker Road do not want this property developed. First consideration for re- <br />sisting is fact there is no access on Lorain Road. Decker Road already has <br />had their share of problems trafficwise. <br />Mr. J. Beohmer, 28570 North Park Drive,meMtioned permit taken out on south <br />side of street, inquiring why property owner had to turn over 50' of frontage <br />for $1.00e The Mayor explained the situation. <br />Mr. Yacso, 27370 Butternut Ridge Road, asked Service Director Watts about <br />a couple of yellow points along his driveway, plus telephone posts on his <br />tree lawn. Mr. Watts did not know anything about this. Said he would look <br />into what was being donee <br />Mr. H. Kaserman, Esther Avenue, asked for consideration on sidewalk. Said <br />it was contention of neighborhood that they would like to put them in them- <br />selves, but needed idea on cost and also extension of time to get price on <br />
