Council Minutes 9-16-69 -3- <br />project- <br />Mr, John Wo1fs Brendan Lane, spoke to Council abaut cracks in sidewalks, <br />no curbing, holES fi11ed with water at Gessner & Lorain, run dnwn condi- <br />tion along Lorain Road, weeds, etc. A$ked why aren't owners made to <br />keep property up along Lorain Road? Also mentioned bYOken steps in sec- <br />and house from Gessner going east, Then he talked about his way of mak- <br />ing a livelihood - selling door to door which admittedly he continues to <br />do even though it is not oermifited, according to one of North Olmsted's <br />ordinances relating to peddling. He requested permission to make liveli- <br />hood in this manner. Law Director Kitchen replied by saying ordinances <br />of City aYe not directed to either the blind or to those who have infirmi- <br />ties; nor do they except those who have infirmities: they are drawn for <br />the benefit of all people in North Olmsted. Mayor Christman commented <br />that under the ordinance we make no provision for permits or licensing to <br />go out selling door to door. Further that the last time he and Mr, Wolf <br />had discussed thi5 subject, he had suggested ta him if Yie felt strongly <br />enough about subject, he should address Council. Mr, VTest then recommend- <br />ed that the Legislative Committee take a look at this ordinance, study <br />phraseology to see how handicapped people could be worked in so that trey <br />could registert at City Hall, etc. He so recommended to President O'rleill. <br />Mr. 0'Neil1 requested Mr. Mi11er, Chairman of this committee, to take this <br />under advi_sement, <br />Mrs P. Vento, 229$7 Esther Avenue, last house n/s street, spoke about drain- <br />age sysfiem going through his front yard - had talked to sumeone from Engin- <br />eering. Said they did not want to do anything until culvert is put in. <br />Asked if City would accept responsibility of ditch which was promised to <br />be cleaned Yast May and still has not been touched. After considerable dis- <br />cussion, Mr, Caster suggested that he get together with Engineering Dept. <br />In regard to his complaint about ditch, Service Director Laatts asked if <br />they had a basement since houses that have had water in basement come first <br />in their many requests. <br />Mro D. Ernest, 30106 Lorain R_oad, asked about sewers based on Mareh 4, 1969 <br />Council minutes9 under "new businesse" (Discussion of Mro West with Mayor' .) <br />Were sewers referred to sanitary sewers? Mayor said this was in the town- <br />ship in regard to some rezoning that took place, Mr. Ernest asked about <br />sewers on Lorain Road, Mayor Christman said sewers were designed for 18 <br />suites per aere. A1soT back in 1964, prior to installation of sanitary <br />sewers and large intercepting trunk, capacity was increased considerably <br />from original design- Too, these would have to be checked before any pro- <br />nosal came before Council. If found inadeq_uate, some other plan would have <br />to be proposed, MY- T'rokasy said in rep;ard to proposed zoning on Lorain <br />Road, the exisiing Lorain Road is commercial and under fhis zoning there <br />can be cammercial and apartment canstruction up to five stories when pres- <br />ent sanitary system was designed. It cannot be said that sewer was con- <br />sidered for any one development, or sewer use - some commercial business <br />would be heavier users than athers, i,e.: car washes. <br />Mr. W., Jesset q_uestioned Mr, prokasy about statement that Lorain Road daes <br />include apartments and that present sanitary system is adequate to handle <br />up to five story apartment - asked if it will handle hi-rise, seven stories, <br />garden-type? Mr. Caster said before permit is issued it must be thoroughly <br />investigated to determine whether they are large enough to take proposed <br />building - each investigated on own merito Mr. Prokasy said that the com- <br />mercial zoning currently allows five stories and this was considered when <br />
