Schabel, 293 rain Road, asked about different sizes of pipe for <br />sewers on north andWSi e? of Lorain Road. Mayor said this depends on the <br />circumstances involved - he would have a comparitively short run, but would <br />have to check point of outlet for further answer. Mr. Sehahel said he had <br />a letter saying it is large enough to handle anything built there. He ques- <br />tioned status of rezoning and Mr. Prokasy repeated information given in rom- <br />mittee report. <br />Mr. P. Gareau, 29940 Lorain Road, questioned why aDartments have not been <br />built on Lorain Road to any great extent, and also asked Mr. Prokasy about <br />his address during tenure of office. Mr. Prokasy said that there are anart- <br />ments on Lorain Road - and fihat they will be built on Larain R.oad whether <br />we want them or not. Propesed rezoning just restricts certain areas., at-- <br />tempts to establish pTanned pattern - not have hodge-podge. He stated his <br />address had been 4034 Root Road and current one is 25735 Lorain Road. <br />Gentlemen living at corner of Clague & Esther asked why put in sidewalks? <br />Also, what kind of naving City has in mind - if there will be any cost to <br />them, etcP Mayor responded that one contract covers leveling and sealing <br />existing pavement and overall pavinQ of streets; grading of roadside ditches. <br />Contracts about to he let - eveYything will be done at same time and be com- <br />pleted by end of year, <br />Mrs. Zipp, 29658 Lorain Road, asked when remainder of Regianal Planning pro- <br />gram was going to be implemented. Mr. Prokasy said we have been working on <br />it since receipt of plan January 1969. Council adapted it as pattern and <br />guideline. Much to be considered. Mrs. Zipp also asked about $5,000 paid <br />after receipt of plan. Mayor said when contract with Regional Planning <br />terminated, $5,000 was legislated - not in lump sum - on hourly basis when <br />R. P. staff works with us and also for materials they provide us. Mr. Pro- <br />kasy pointed out that you cannot take everything at one time and the area <br />being considered was thought to be of nrime imnortance. MrsA Zipp question- <br />ed plans for motels, hotels and hospitals - asked where they are going? <br />Mayor said there is provision, in plan, for just so many motels, so many <br />gasoline stations, etco, in specific areas. Mr. Prokasy reminded Mrs. <br />Zipp that City Council cannot vote to put this on ballot for entire City <br />to vote on; they can consider it and then it is required that they vote <br />and act on it. The citizens of North Olmsted do have right either to execute <br />referendum ar initiative petition. Mr. Caster said that this present rezon- <br />inQ ordinance is what Council felt was first in importance and has used Re- <br />gional Planning studv as aguide <br />Mayor Christman and the Council then discussed Esther Road sidewalk project <br />further - pro and con. Mayor stated that Council is acting on legislation <br />giving residents notice to buiSd their own sidewalks, or having Citq do it <br />after 30 days, nutting cost on their tax duplicatee Mayor recommends that <br />they put them in as soon as possible. Mr. Miller suggested that if the <br />road is not comDleted and drained nroperly, the 30 day period should be ex- <br />tended. Mre West agreed, feeling they should be allowed to wait until heavy <br />equipment has finished with job, nuestion of passing further legislation <br />was discussed, but Law Director confirmed fact that aIl Council could do <br />would be ta rescind this present legislation and then start over again at <br />a future date.
