<br />Present: President Pro Tem Carroll Eian, Councilmen Caster, Hodgins,
<br />Limpert, Miller,
<br />Absent: Presiden"t Francis J- 0`Neill, Councilmen Prokasy and West.
<br />Also Present: Mayor Ralph E. Christman, Service Director Charles
<br />Watts, F'inance Director William Gerlach, Law Director
<br />J. Bruce Kitchen and Clerk of Council Florence HolmP
<br />Minutes of Council meeting of March 18th were approved as written,
<br />Mro Caster, Chairman of Municipal Development Committee, reported on
<br />committee meeting of March 19th, with the Acting Engineer, Service
<br />Director and Mayor on problems of sLreet drainage plans for Contract 16,
<br />and proposals that our engineer has recommended, These plans have been
<br />referred to Floyd G, Browne & Associates for general revision of Contract
<br />16 in the Lansing, Martin Drive and North Park areas. This committee met
<br />again on the 25th to discuss plans for Contract 15 drainage, made certain
<br />suggestions, and referred these plans back to Floyd G. Brown & Associates.
<br />This committee also met with Mr. Wayne Kuhn of McDonald Co. fihey dis-
<br />cussed five proposals for developing financial plans for certain public
<br />improvements: Springvale Golf Course, proposed recreation program, con-
<br />struction of City Hall (cambined with Police and Fire Station)and plan
<br />for expansion of the sewage treatment facilities. At this time the com-
<br />mittee is not ready to make any recommendations as to what should or
<br />could be done, The FinancE Directox is working with Squire, Sanders &
<br />Dempsey on the general tinancial condition of the City at Lhis time,
<br />what we are committed to, etc,, so that this committee can then come up
<br />with a proposed plan tor future public improvements=
<br />Mr, Mi11er, Chairman of Legislative Committee, reminded Council of date
<br />of Legislative Committee meeting - Thursday, April 3, 8:00 p,m.
<br />Mr, Limpert, Chairman of 'Transportatian Committee, commended two men -
<br />Donald Cook and George Bowers - who have just retired from bus line as
<br />drivers, for their faithful service, Mr. Donald Cook, who started in
<br />1933, has been a loyal and reliable employee of the bus line from that
<br />time. Mr, George Bowers had an interrupted tenure of service, but return-
<br />ed in 1943 and has worked steadily from that time. 1933 was almost the
<br />start of the municipal bus service, so these men have given outstanding
<br />service and should be commended ror it. Mr. Limpert will request written
<br />recognition for them-
<br />Mr. EianT Chairman of Safety, Health & Welfare Committee, said they had
<br />met March 24th, with [he Mayor, Police Chief Hird, Fire Chief Bement,
<br />Service Director Watts- Mr. Kaserman and Mr. Lester also attended this
<br />meeting. Two items in regard to Traffic Control File and Map were dis-
<br />cussed, The first, installation of traffic control signs in Sandy Ridge
<br />Subdivision Nos< 1, 2 and 3, as deseribed in Mayor Christman's letter
<br />to committee of February 13, 1969e Mr, Eian moved that Traffic Control
<br />File and Map be amended, seconded by Mrs- Hodgins. "Yeas" Caster, Eian,
<br />Hodgins, Limpert, Miller. The second item concerned traffic signs needed
<br />for the Bretton Ridge Subdivision, described in the Mayor's letter of March
<br />13th. Mr, Limpert moved that Traffic Control Map and File be amended on
