l J <br /> <br />? <br />? <br />Council Minutes 1-21-69 <br />tonight. <br /> <br />Mr. Eian, Chairman of Safety, Health & Welfare, said this committee <br />will meet February 5th, at 8:00 p,m. <br />Mr. West, Chairman Finance Committee, gave annual Budget presentation <br />on 1969 Budget, explaining in detail all phases of the City's budget. <br />Mr. Prokasy, Chaixman af Design & Platting Committee, Public Parks & <br />Recreation Committee, requested meeting of latter committee for January <br />28th, at 8:00 p.m., to study several requests: 1) communication from <br />Service Director regarding Recreation Commission's requests for various <br />improvements for recreational grounds; 2) letter from Mayor for some <br />type of inemorial park, as outlined by Del Limpert; 3) letter from Chair- <br />man of Reereation Commission on long-range plans for swimming pool (Mr. <br />Prokasy read Chairman Blakely's letter in its entirety). Mr. Prokasy <br />also commented that the Planning Commission has several requests: <br />Westerly Towers - the frontage immediately west of Hardwick House Apart- <br />ments - request made that the frontage be rezoned to commercial. Also, <br />two 20-story apartment buildings to be erected east of Great Northern <br />Shopping Center - developers now interested in hi-rise instead of three <br />eight story buildings which had been approved. Design & Platting Com- <br />mittee have immediate plans to start studying Regional Planning compre- <br />hensive study plans which were received a week ago. <br />The Clerk read a petition signed by 30 citizens as follows: "We, the <br />undersigned do hereby petition the North Olmsted City Council to review <br />and reconsider the ban on all parking and standing at all times on Lorain <br />Road. Deliveries to business places should be permitted from the curbside <br />during reasonable hours, possibly from 9:00 a.m. to 4:00 p.m." Request <br />made in petition was referred to committee by President 0'Neill. <br />Mr. Joseph Simmons, 29603 Lorain Rd., said he understan.ds we have too <br />much commercial property in the City. If so, why are we trying to rezone <br />commercial? Mre Prokasy replied that if a developer makes a request, the <br />request must be considered, Mr. Simmons also asked if it is possible to <br />get mailing addresses of Councilmen. He was told all he needed was to make <br />known his request to the Clerk. <br />Mr. Paul Garesu, 29940 Lorain Rd., then asked Mr. Prokasy his address. Mr. <br />Prokasy said his home address is 25735 Lorain Avenue. He added, for the <br />records, that he takes exception to remarks MrA Gareau has made about him. <br />Mr. William Schabel, 29341 Lorain Rd., asked if it is possible to build <br />apartments on commercial property - if so, why change zoning? <br />Mr. Prokasy said that the comprehensive report that we have from Regional <br />Planning is for study before anything is done. Then, if there is legisla- <br />tion drawn up, there will have to be a Public Hearing. One of the sugges- <br />tions in report is to cluster the business groupirigs and cluster apartment <br />groupings. Actually, the land should be just as valuable in either category. <br />Mr. Schabel, Mr. West and Mr. Prokasy then di.scussed Mr. Schabel's inquiry <br />as to whether it was true that at the western end of Lorain commercial pro° <br />perties have 500' depth.
