? <br />MINUTES OF PUBLIC HEARING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />November 30, 1971 <br />8:00 P.M. <br />Present: Councilmen Boehmer, Grady, Hodgins, Limpert, Prokasy, Speedling, <br />Wes t. <br />Also present: Service Director Henry Caster, City Engineer Michael Karhaq., <br />Clerk of Council Nora Hill. <br />Mr. West, Chairman Building, Zoning & Development Committee, opened meeting <br />stating this is a Public Hearing on Ordinance No. 71-143 - an Ordinance <br />amending the Zone Map adopted as part of Ordinance No. 62-33,-(knawn as <br />the Zoning Code of the City of North Olmsted) by changing the designation <br />thereon as B Residence Single District to Mixed Use District. <br />Mr. Prokasy read ordinance in its entirety. <br />City Engineer Michael Karhan described in detail area in question on map. <br />Mr. Rarhan also pointed out how this proposal differs from the original <br />proposed rezoning (Ord. No. 71-60). A Public Hearing was held on Ord. No. <br />71-60 and at the suggestian of some of the home owners proposal was modified, <br />and Ord. No. 71-143 is the modified proposal for rezoning. <br />Mr. West verified with Mr. Shur that the purpose of the rezoning is to enable <br />the new hi-rise that will be constructed to run north and south rather than <br />east and west with the narrow part of the building backing up against Kennedy <br />Ridge Road. <br />Mr. James Krueger, 25870 Kennedy Ridge Road, questioned if there is going to <br />be an access onto Kennedy Ridge; also, asked to be shown the approximate <br />location of the new hi-rise. <br />Mr. Shur stated he does not think access onto Kennedy Ridge will be necessary <br />because Kennedy Ridge will be cul-de-sac in the future when I 480 goes in <br />and the distance from the cul-de-sac west would be very short. Mr. Karhan <br />and Mr. Shur pointed on map to approximate location of new hi-risQ. <br />Mr. West asked Mr. Shur what are plans for land coming out onto Kennedy Ridge. <br />Mr. Shur stated that what is zoned residential will be sold as residential lots. <br />Mr. Dieterich, 26068 Kennedy Ridge Road, questioned icho owned the land, who <br />wi-11 build the new hi-rise, and if Mr. Biskind and Mr. Shur own the land where <br />Victoria sits. <br />Mr. Shur said he and Mr. Biskind are owners of the land; no one is building yet, <br />they are still contemplating; they sold the land where Victoria is. <br />Mr. West commented that being Mixed Use regardless of who owns the land, Council <br />has to approve every detail. <br />Mr. Don Ford, 25961 Kennedy Ridge Road, discussed ordinance stating every 1500 <br />ft. there has to be a connecting road; also discussed finding a way for a
