Ear2 Weldon visited the Departmeat of Trarlsgortatioa,
t,Tnshington, D.C.; had ameeting with Mr. Fisher and revlewed prelimi.narp
applicatioa for Bus Department Grant. Although the prasentaticm anl maps
were well received, twa major problems eaisC with the bus grant. tlatil
the tusmoil between NOACA and the Citq of Cleveland is aettled thera xill
be no federal moaies of this sort caming into this seven countq araa.
Other problem is the fact that we intended to pay our shure of the Fedaral
Graut back with aonies aut vf the fare box. Accordiag to latest regula-
tiaas as of November, 1970, this is not pc?ssible. Federal regulatiotas
no?T stipulate that the monies for the City's share of the Fedaral Grant
would have to be paid back aut of other sources; i.e., if bctie liae hsd
a slush fund for bond retireaent, if bus line had a graat fxom the City
fram outside sources; if bue liAe had investments which had other inconte;
if bus line were subsidize3 by the City. Service Director Caster ecmmented
on the fact that the bus line net being aubsidized in any manner seams to
work against us. Washington officials admit that this is not agcsod
situation as far as we are cvncerned but this is a coac3itioa that we will
have to salve. There are two alternaCives -(1) iseuance of councilmaaic
bonds to cover our portion of the Pederal Grant; (2) a direct $ubsfdy
from the City out of General Fund mon#.es.
Service Director Caster also met with Congresaman *sinshal2 and presented
problem to him who is going to look into it.
Mrs. Hodgi.ns, Chairtssa Public Safetq, Heal,th & Welfare and Recrtation,
Public Parks & Building Commd.ttees, reparted the fol.:.oving: 1) there
is a meeting on Apr31 7, 1971, 8: 00 P.M., City Hall, of the Reereation,
PubZic Parka & Builsling Ccmmittee; 2) re- liquor pernnit of Joseph Anthartp
and Dorothy E.
