I recammesid that this be doue at Che <br />regular Council meeting on Januarq 19, 1971, and that it be pxssed <br />on an emexgeacy basis with th@ charge going iuto ef£ect on August 1, <br />1971. The need for the ermergencp exisXs because o£ the necessitq <br />of having the neur rate ordinance in effeet at the time of sfgning <br />the contracts for the plant expansion. <br />I know this is a big increase. It raeans appraximately $3.50 per <br />month on the average hvmeawners bill. But sCill it wi11 aot be <br />the highest in the County, aa was the old rate when Narth Olmettd <br />started out an a sewer program 10 years ago. Since that time ratss <br />of over $9.00 per mef are in effect. The total cost of ending thi8 <br />pollution o€ waters in the Cuyahoga County ia just starting to be <br />real3aed bq many communities other than North Olmated. <br />Inflation and increased treatment fsciZiti.es (odor control, sludge <br />conditioning, tertiary treatment, phosphate ren+ova]., and fuil <br />chlozination) needed ta satisfy today's standards fvr waetewater <br />treatment as established by the State of Ohio Departmsat of Hea3th <br />and the Faderal Water Quality Administration have raiaed the cost <br />of the proposed tremtmmt plant eacpansion ta $5,454,240. 3ncluding <br />capitalised interese. Of this, $5,115,499. is eligible for grmnt <br />participation. <br />There is also the need to purchase equipment necessary for the <br />televising and sealing of sewera ia the nartheast aectian of the <br />City and to better enable good maintenance of the es?tire serwrer system. <br />All these caste, when projected on estimates af revenue from existiag, <br />new, and projected connections shvw a lack of revettue far the year <br />1472 and thereafter. <br />I hereby request legislation to increase the sewer revenue charge <br />as recommtnded above." <br />Service Director Caster reparted the follaaring: 1) on Jaauary 12, 1972, <br />the Transportation Cammittee will aieet with members of the Fa3rview <br />Traaspartation Cammittee at Citq Hall to discuss t.he projectod fare in- <br />creases for the bus 1ine; 2) would like to raquest legi.slation be propaxed <br />for expeaditure of $500. fot a SafeCp Awarfl Dimer to be teld on February <br />27, 1971, at the Sportamau's Club; 3) tirottld ].ike to requ"t revisicm to <br />Ordinance 1970 - Managecnent and Operation of Cammitq Csiain - to chaage
