? <br />. • <br />MINUTES OF PUBLIC HEARING <br />DECEMBER 10, 1970 <br />8:00 P.M. <br />Present: Councilmen Boehmer, Grady, Hodgins, West. <br />Also present: Mayor Ralph E. Christman, Service Director Henry Caster, <br />Acting City Engineer Michael Karhan, Clerk of Council Nora Hill. <br />Mr. West called meeting to order, stating this is a Public Hearing on <br />Ordinance No. 70-167. He read title and ordinanee in its entirety. Mr. <br />Karhan outlined area described as Mr. West read ordinance. <br />Developers Mr. John Antol and Mr. Arthur Rosenthal gave the following presen- <br />tation: project consists of two five-story buildings, with 1 and 2 bedroom <br />units, and a total of twenty two-story walk-up buildings. Described architect <br />of buildings and locale from site plans. Mr. Rosenthal stated plans were <br />submitted to Planning Commission and City Engineer; buildings, layouts, etc., <br />are according to zoning code and have been approved by both Planning Coimnission <br />and Engineering. Also, stating project has prescribed parking, garages, also <br />setback from property line providing buffer all around area. Project layed out <br />in such a manner so as to provide good recreation and open areas throughout. <br />Will not appear to be conjested; have private driveway - will not be owned or <br />maintained by City, starting at Lorain Road and going over to Columbia Road. <br />Community build3.ngs which will provide a swimming pool, recreational area <br />facilities, lounge, etc., were identified on plans. Project to be landscaped <br />lawn, trees, etc. <br />Mr. Caster recapped location on map for benefit of audience. <br />Mr. West pointed out that on "mixed use" every detail, i.e., parking, roadway, <br />drainage, etc., every small aspect has to come before Planning Counnission and <br />Council as an individual item for approval. <br />Mr. West then asked for comments from audience. <br />Mr. Joseph Berkesch, 4167 Columbia Road, asked where storm drainage is going to <br />be tied into. <br />Mr. Rosenthal said there is an existing drainage ditch which goes west and then <br />north and will probably end in the future Columbia Road location. This ditch <br />presently extends onto his property approximately 50 ft. Intend to have major <br />storm sewer starting at this location. Whole area will be drained by cateh basins <br />and underground storm sewers connecting with this main sewer. He added that if it <br />is necessary to do any offsite work to the ditch in order for the flow of the storm <br />water to flow adequately within the general area of the site, he will provide for <br />that. Preliminary storm study has been discussed with City Engineer and will con- <br />form to city regulations. <br />Mr. Grady asked if there are any 3 bedroom units. Mr. Antol said no - one and <br />two bedroom units in all buildings. <br />Mr. Homer Kapner of Columbia Rd. Baptist Church, cotmnented the ditch is on his
