Mr. Janik said he would do this. <br />Mr. Ed Carlin, 4115 Columbia Road, asked if present sewer system is big enough <br />to take care of project. Mr. West said it was designed with the backlands in mind. <br />Mr. J. Berkesch, Columbia Road, does not feel sewers will be adequate -- feels <br />they have a water problem now. Mr. West explained about detailed studies, made hy <br />our Engineers, also improvement plans and if at anytime it does not work - developer <br />does not build the first building. <br />Mr. Bruce White, 4208 Columbia Road, asked about new development across from <br />Columbia Rd. - feels six or seven homes will be secluded. Mr. Rosenthal explained <br />that the majority of the buildings are two story. <br />Mrs. Ann Davis, 4175 Columbia Road, questioned what about all of the children in <br />these apartmetits when we do not have schools big enough now? <br />Mr. Antol said he has found with one and two bedroom units, the total occupancy of <br />children will be less than 10%. This is why they went to one and two bedraom units. <br />He can restrict occupancy but cannot discriminate. <br />Mr. West pointed out that a landowner cannot be deprived from developing a property <br />because there is not adequate schools. Legally this is not his fault and this is <br />not a proper reason to turn him down. <br />Mr. Antol cammented they expect to be paying a tax duplicate of $150,000 annually. <br />As far as being a tax burden, studies have shaan that apartments certainly provide <br />their upkeep toward any comunity as compared to a lot of single dwellings. Also <br />only went to 1 and 2 bedroom units to preclude children. Discussed one bedroom may <br />have 1 child up to 5 years; 2 bedrooms - 2 children and that is maximum. <br />Mr. West commented that in an actual survey taken by the State several years ago, <br />in this City, on apartments in use at that time including some 3 bedroom apartments, <br />the average was .3 of a child per apartment. <br />Mayor Christman pointed out that in March of 1969 a survey was conducted of all <br />apartments in the City - checked through shoo3 records and found that the overall <br />average of children per suites was .17 or less than .2 of a child per suite. Dis- <br />cussed the problem of high cost of housing presently. Further, figures show that <br />the tax received from apartteent complexes went far and beyond the cost of educating <br />the children that come from the complexes, and actually contributed quite a bit to <br />the education of the children from the single residences. <br />Mr. Ed. Ross, 4171 Columbia Road, wondered whether this would be good for community. <br />Asked who the Columbine Development is and where have they done business before. <br />Mr. Rosenthal stated the Columbine owriership consists of he and Mr. Antol. Mr. <br />Rosenthal gave a brief resume of his credits.
