NRNUTES OF THE MEETING OF TE1E f:00NCIL ? <br />OF THE CITY OF NORTii OLMSTSD <br />DBCEMSER 1, 1970 <br />8:00 P.M. <br />Present; President F'rancis J. 0'Nei11, Councilmen Boehnmer, Grady, Hodgins, <br />Limpert, Prolcasy, Speedling, taest. <br />Also present: Maqor Ralgh Christman, Service Director Henry Csster, <br />Law Director J. Bruce RiEchen, Finance Director WiZliafln Gerlach, <br />Acting City Engineer Michael Rarhan, Clerk of Couacil Nora H111. <br />Minutes of Council Meeting of November 17, 1970 were approved as written. <br />Mayor Christman reported the follcxaing: 1) in receipt of plans from <br />Couaty Engineers for the improvea+ent of Bradley Raad culvert and will <br />aubmit same to City Engineers for revier - estimated cost now is $55,000. <br />Portion for North Olmted includes a$5,000. lowering of water main that <br />City would have ta stand full expensa and 25% of balance, or a total of <br />$17,500. 2) received word from NOACA that Che application to the Department <br />of TransporCation for mass transpartation fotilities has been reviewed and <br />approved, and is aaw ready to go to Washiugton for their action; 3) the <br />proposal for the expaasiun of the Treatment P1ant is being reviewed in <br />Colupmbts and Cincinnatti. [Inderstat?ds that the Ohio Water Aevelopment <br />Authoritq has approved fhe expendiCure of funds for the expansien hut, <br />as qet, have aot received official word; 4) read letter from the North <br />Olmeted Historical Saciety extending sincere thanks from the President and <br />membera for efforts in making gifts of the following items: 1923 3eagravea <br />Bire Engine, 1 Hearse and 1 Carriage steps fram Butternut Ridge cemetery. <br />Service Director Caster reparted the following: 1) regarding allegatians <br />made bq Mr. William Neal.e at Council meeting on November 17, 1970, the <br />following report made by Mx. Tom McCarty, Asst. Supt. of Sanitary Sqstem <br />was read. "The camplaint of odor after the sewer jet cleaned the main <br />in this ares was possib2y caused by dry water trapped in the house aC the <br />time the work was heing done. The roof vent on the house wiYl give sliffi- <br />cient air that anq svction will take place at the vent9 this beiug the <br />path of leaset resistance and will not dzaw water from the traps. On <br />November 18th a test w;_th smolce farced inta the sewer with a blmver revealed <br />no leaks in the house service. This conditicn is usually found to be in a <br />trap where watcr has evanorated. Running water into sinks and dral= will <br />correet the o@or problern." In response to Mr. Grady's suggestios tbotws <br />notify residents in areas where 3etting is being done, Mr. Caster fse1s he <br />cannot justify this sort of notification. In most instances at thi.s stage <br />o€ the program the cleaaing is being done on an emergency basis, that is <br />where calls are being received and it is of the utmost necessity to do this <br />work imneediately rather than take the time to notify residents. Mr. Caster <br />explained that at some future point where manpocaer wise and financiallq a <br />regular cleaning program can be established, notification could be recan- <br />sidexed; 2) Mr. Caster requested legislation for a load ].ugger to be <br />used at the Sewage Treataieat Plant for hauling sludge from the plant to <br />disposal areas, explaiaing the imperative need for same. <br />F?l <br />L
