Gouncil Minutes of 11-17-70 -5- 'Mr. G. Stern, of Stern Swimming Pool, 24749 Lorain Rd. stated he objects <br />to everything. Has a butsiness th8t not only hsndies awinming pools, but <br />ski clothing and equipnent, billiard tsbles and art3ficial trees. Feels <br />it would be an econamic traiedy if he had to remove all of his temporary <br />signs. Feela if all tempvrary aigns and banners were remavsd it would <br />hurt the busiaess commmity. Ae dtsted he had received a variance from <br />the Board of Zoniag Appeals an neoan eign. Feels mome of the variances <br />that are granted are unfair. Also, he objects to what he calls harrassuent <br />of Building Inspector when he is in violation of Ordinance. <br />Mr. Prokaey diacussed yariances grarated and ri.ghts of peogle. <br />Mr. K. Estes, Asmptcra Drive, asked i.f real estate operators can no longer put <br />signs in his front parking strip or do they have permiss3on from Coeaic3i to <br />do this? <br />President 0'Neill stated thep do nat get permissian from Couuncil to do this. <br />Mr. Prckasy said there are apeci,fic rsgulations governing aame and theq <br />possibly sre illegal. City is attempting to remove all illegal signs in the <br />City. <br />Mr. E. Gundy, Building Cammissfcmer, stated anq signs put an public property <br />in the Citp is illegal unless it is a City functian. Also, these eigae are <br />canstantly being picked up by the Buildiug Department. Service Dspartment <br />has a good asny $igns wsit3ng to be picked up by owmnexs. There is a charge <br />when same is picked up. <br />Mr. Wm. Geisser, Lorain Rd., asked why it took a year for enforcement of <br />ord3nance? <br />Mr. Gundy said that since the ordinances were put into effect a complete <br />study was made which has juet now heen campleted. A great deal af time <br />and study went into Lorain Rd. - checking old permits, new permits, whaC <br />wss legal and what was not. His findings were 150 violations in aign ardin- <br />aace alane, contributed to by 48 places of business. Also setback area is <br />being eaforced as well. <br />Mr. Wm. Geisser, Lorain Rd., questianed if sidewalk sales at Great Northern <br />axe illegal and if temporary signs on merchandise are illegal. <br />Law Director Kitchen answered the sidewalk sales in Great Northern are on <br />private property such as parking lot is. Further, from I.orain Rd. hack <br />there is 50 ft., but if sales are within the 50 ft. aetback tltep are il].egal. <br />Regarding temporary sigas, prov3sians of 0=dinance deletes same; therefere, <br />they are illegal regardless of what they are. <br />Mr. Prakasy commented that the same type of people in audience brought their <br />reqnests• many times to City Council to clean up the signs on Laraia Rd. and <br />the setback areas and to pass le$islation of this type. He wondexed f f ehere <br />were any commeats about whether or not ordinances concerning signs snd settacks <br />should or should not be eaforced.
