, r <br />MINUTES OF PUBLIC AEARING <br />OCTOBER 19, 1970 <br />8•15 P.M. <br /> <br />Present: President Francis J. 0'Neill, Councilmen Boehmer, Hodgins, Limpert, <br />Prokasy, Speedling, West. <br />Also present: Mayor Ralph E. Christman, Service Director Henry Caster, Law <br />Director J. Bruce Kitchen, Acting City Engineer Michael Karhan, <br />Asst. City Engineer David Ransbury, Clerk of Council Nora Hill. <br />President 0'Neill opened meeting with roll call. <br />President 0'Neill stated this is a Public Hearing on Ord. 70-128 and read <br />title and ordinance in its entirety. <br />Mr. West requested the Engineer to explain exact location on map. Same was <br />done by Mr. Karhan. <br />President 0'Neill stated he wauld entertain comments from those in favor of <br />Ordinance. <br />Mrs. Lagovelli, Cleveland, said she owns six lots on Parkstone Ave. and is there <br />any possibility that she can build? <br />Mr. Gundy, Building Commi.ssioner, said Parkstone is still an undeveloped street <br />and in the past there has been a good deal of restraint on construction. Suggested <br />petitioning to Council to make it a buildable area. <br />Mr. Frank Moss and Mr. Bernard Packer, 1005 Leader Bldg., Attorneys for the <br />Embassy Development Company, spoke in favor of Ordinance and gave the following <br />presentation: <br />The total project consists of 550 suites. Originally made our application to <br />Planning Commission for mixed use zone. We applied for mixed use far two reasoas: <br />1) that it would permit the type of apartment deveZopment that we wish to build <br />2) under the City Zoning Code under mixed use, the Planning Comm.i.ssion and Council <br />controls the project from beginning to end and for that reason we cannot deviate <br />from our plan without going back to Planning Commission and Council once the <br />zoning is passed. We presented our preliminary plan to Planning Comni.ssian which <br />was approved by Planning Commission and zoning recommended for the suites involved. <br />The buildings are seven stories and the total suites are 550; a total of 326 one- <br />bedroom and a total of 224 two-bedroom suites; parking complies with all of the <br />parking requirements in mixed use zoning; also complies with density requirements; <br />the suites in the area - the percentage of suites per square acre comply with the <br />den.sity requirements for the m3.xed use zoning. Total construction cost approximately <br />$8,000,000; total tax value will be approximately $2,750,000; total dollars <br />available for real estate tax approximately $182,000 from this project. So far as <br />entrance - will be from Lorain Road - no part of We11es1ey will be used for the <br />project either during construction or for the use of the project. We do have access <br />of our real estate to Wellesley - part of our land fronts on Wellesley which is <br />being rezoned. The land is being retained strictly for emergency purposes. We <br />do not intend - nave no plan to access of roadway to Wellesley. Plan that was <br />approved does not have roadway access to Wellesley.
