As that road is extended in the future they have an <br />40 access off of that into the front of that building and also to the rear parking <br />of that building. As far as Hardwick House there is only one entrance. Hardwick <br />House precedes his time. Mr. Prakasy said he would not approve a project at <br />this time that would have only one access on Lorain Road such as Hardwick does. <br />Discussed standards and also, zoaing wise would not permit that. <br />Mr. Zahnke feels the people in Garden City should not be asked to accept any <br />more problems than they have right now. <br />Mr. Grentzer said we will have to resign ourselves to the fact that the area <br />is going to be developed but the question is how. Point for apartment building <br />is the tax dup licate. <br />Mr. West agreed that there is no law that we can stop a development over a <br />private piece of property. It is going to be developed; it is just a question <br />of how and what kind of guidelines are used. He said everyone has to understand <br />that when a developer who owns property comes into Planning Commission and Council <br />and has a proposal for rezoning we have no alternative but to consider it - have <br />a public hearing - consider a11 factions and then make a decision as to whether <br />or not we are going to agree or not with this. That is the way the system works. <br />Mr. Conley said the importance of the tax duplicate in Ohio is going to decline. <br />Presently in Ohio, support of municipalities and school systems is distorted in <br />way of reAl estate taxes. <br />Mr. Moss discussed need for housing for people who cannot afford to buy homes. <br />Stated school is being carried by commercial not by homes. Further, this must <br />be subsidized by something else such as shopping center owners, commercial <br />developers and apartment owners. <br />Mr. West discussed question of taxes. Hopefully property tax is going to become <br />less and less of a factor. On the other hand, income taxes, sales taxes, or <br />something else will have to take its stead. Qn the other hand, with the nuaber <br />of people in apartments - there would be more people to collect income tax if <br />this is the only measure on which we are Iooking at thfs . He said they are <br />trying to decide on basis of what is a good development and what it would mean <br />to the City. <br />Mr. Smith, Overbrook Ave., feels this will depreciate all of property around <br />there.;?also take away all of the beauty. Has water problems now and does not <br />want anymore. <br />Mr. J. Justice, Wellesley Ave., said this segment of North Olmsted is very proud <br />of living in a community of private homes. Is not against children being in <br />neighborhood; are proud of the distinction North Olmsted has of being called <br />Scout Town, U.S.A. because we enjoy more scoufis per city than anywhere is U.S. <br />and the people do not want an apartment that is going to put 500 families with <br />only 45 children. <br />Mrs. McCrone, Wellesley, asked if developer decides to sell later on, how do.•. we <br />know the next owner will maintain apartment the same way. We have no guarantee <br />of this. <br />President 0'NeiZl thanked everyone for coming and making meeting interesting by <br />passing on comments to the Council members so that they can deliberate and give <br />; , ?, :
