'Public Hearing Minutes of 10-19-70
Page -5-
of 50 ft. beyond the right-of-way and any excess of that has to be borne by
the City, but this is not designed at the present to run into Stearns Rd.
proposed storm sewer.
Mr. Grentzer, Whitehaven, asked if the emergency egress into Wellesley will
be culverted? Mr. Packer said at the present time they do not intend for
any water to be diverted that way.
Mr. Grentzer , WhitehaveA, said this is the beginning of the county storan system
from Wellesley. He asked if any of the storm water will be diverted into this
system; will it be adequately culverted at this point where it is an emergency
egress; will this be used for run=.off?
Mr. Packer said at the present time the two lots on Wellesley is carrying run
off from this land. They have no intention of using that - intends to run off
the other way.
Mr. Esstes, no address, stated developers have a general discussion of sewers
with no detail. Feels they have nothing right now.
Mr. Packer stated they have a general plan of what will be done with the storm
waters. He does know that retention basins of this type do work particularly
when you use undersized outlets.
Mr. West said to answer questions specifically, until it is decided whether
this should be rezoned or not, as long as we knaw that it can be designed, this
being a mixed use everything that is done on this piece of property has to come
before Planning Commission and Council. This includes storm sewers, sanitary
sewers, parking, buildings, etc., prior to any type of building permit being
issued in a mixed use. We all have to be satisfied that there are detailed plans
and all sorts of drainage. Mr. West said the point is well taken and a general
discussion of the sewers right now other than insurance from the Engineer that,
in his opinion, it can be designed properly is all we have. Now if the Engineer
and developer cannot after a design of the building come up with a design of a
storm sewer that will do what they are saying, Mr. West said he, for one, and
feels the whole Council would never approve the first make of anything on this
piece of property.
Mr. Timothy, 29863 Broxbourne, said if he understood correctly, you are going to
install yoirr own sewer system to run north on Parkstone the entire length from
4D your property through what is now vacant land? Mr. Packer answered yes. Mr.
Timothy asked if he was just going to run an extension to Corona and dead end
there?
Mr. Packer said no - we are going to run approximately 24 to 2700 ft. north of
our property and then run line over to lift station. At the present time there
is a force main that runs along Corona and then north on Parkstone. We will
not enter the force main at all. We will tie into the same place that the force
main is now tying into approximately 24 to 2700 ft. north to the plant. We will
bypass all pumping stations.
Mr. Timothy said they have same problems already and anything that goes down to
the present pumping station is going to add to the problems. Mr. Packer said
that is why they are bypassing.
