I <br />Public Hearing Minutes of 10-19-70 <br />Page -4- <br />Mr. John Evasko, Wellesley, asked why have the development off of Wellesley; why <br />not put it where it already is zaned for. Why rezone single family? Why go <br />seven stories? Who is going to patrol the hot rod kids? <br />Mr. Wilbur Grentzer, 5656 Whitehaven, said his only concern is that he only has <br />a storm ditch that takes off water. There are problems now - how would you <br />alleviate the storm water? <br />Mr. Packer answered: we have retention within our own development through our <br />recreation area and through our parking area. Much smaller size gipe than you <br />would normally use to take the run off on property like this, so that it will <br />not flow in at the rapid rate that it is coming down. Described water flowing <br />off in northerly direction. <br />Mr. Grentzer, 5656 Whitehaven, said everything is in a northerly flow now but <br />there is no facility to widen the existing ditches. Westlake has been uncoop- <br />erative in the past in assisting North Olmsted in dropping their ditches. The <br />problem we have now is from Lorain travelling north we have existing county ditches <br />and the storm water flows eventually through to Calhoon Creek. We have had <br />drainage problems draining off the park and draining off our area and have been <br />bottlenecked by Westlake. Wondered how you will alleviate an already inadequate <br />storm system. <br />Mr. Karhan answered there are a number of ways we have been working on: 1) as <br />Mr. Packer mentioned, we have retention in the entire area in recreation and <br />parking. The run off would be less than normal run off on vacant land; 2) <br />another idea is that we would run it through the parks right-of-way and out <br />through Westlake. Metropolitan Park Board are building two lakes in that particu- <br />lar area and we have been working with Mr. Groth of the Park Board to get permission <br />to put the entire storm water into the two lakes so that it would be in Westlake <br />and not at all in North Olmsted. <br />Mr. Grentzer, Whitehaven, said that he can assume, as yet, you have no positive <br />system to take the additional water? Mr. Karhan stated the retention within <br />the confined area would be adequate to take care of the storm water and not give <br />us any more run off than the land as of now. <br />Mr. Limpert asked Mr. Karhan for a better description. Mr. Karhan said the <br />recreation area and parking area will be depressed so that should a heavy rain <br />come this area within the complex of the apartments would be flooded. The line <br />running from this flooded area would be a small line that would give us Iess run <br />off than on vacant land. <br />Mr. West asked what happens to the peoples' cars in the flooded area? Mr. Karhan <br />said it only floods to a depth of about 1 ft. <br />Mr. Prokasy asked will this project be designed that the rate of water coming from <br />this project will be no greater or less than the rate that is presently coming off <br />that land. Mr. Karhan answered yes. <br />Mr. West asked Mr. Karhan relative to Stearns Rd. extension and storm sewers - <br />is this designed so that thi,s will then go into that system, because Stearns Rd. <br />will go all the way through Westlake and it is assumed that it is going to have a <br />system that can handle the properties that adjoins. <br />Mr. Karhan answered the County Road has designed their storm system to take care <br />?
