' `Public Hearing Minutes of 10-13-70 Page -3- <br />Mr. West reminded Mr. Packer that when they looked at this Mr. Packer said it <br />needed a road off from Stearns and he does not show that. (drawing referred to) <br />Mr. Packer said this is correct but that is not their drawing. <br />Mr. West said this is the description of the rezoning so why was not something <br />shown to show a possible Stearns Rd. extension. <br />Mr. Packer said he believes that there is a difference in location in the Stearns <br />Rd. extension on the map Mr. West is looking at and the one that he is dealing <br />with and the information that he received from the County as to the location of <br />Stearns Rd. <br />Mr. Karhan said Stearns Rd. does not show up there - there are two lines but <br />that is approximate. <br />Mr. West asked specifically what property is owned to the east of the development <br />that could be used to get over to the Stearns Rd. extension. <br />Mr. Packer said we own no property to the east of line desigaed on map, but accord- <br />ing to information he received from the County Engineers the Stearns Rd. extension <br />would join up with his existing property line as it curves in. <br />Mr. West said for the people in audience we need to clarify this. Either we are <br />going to have something going out on Wellesley or not. Developer says it is not <br />his intention to do it, but the Fire Department has asked that some concrete strips <br />be put there in case of a fire. Is that correct? <br />Mr. Packer said that is correct. <br />Mr. West said there would be no intention in dedicating that whatsoever and when <br />Steams Rd. was extended they the concern of the Fire I?epartment would be taken <br />care of because it would be off of Stearns Rd and not off of Wellesley. Mr. West <br />said what we have to have is a definite positive comm.itment that those two lots <br />would be blocked off during construction and when"occupaney started. Mr. West <br />asked when that would be if rezoning went through? Mr. Packer estimated about <br />15 months. Mr. West said there would be about a year between that and extension <br />of Stearns if plan is followed. <br />Mr. Limpert asked Mayor Christman regarding emergency access on Wellesley - if <br />that would have to be concxefied in order to be used, how would this be policed <br />to keep residents from apartment dwellings from using this? Would there be a <br />gate and locked with the Fire Department having the only key? <br />Mr. Moss said he feels a gate ttp will be sufficient impediment for drivers wanting <br />to go in or out. It is easier to go out a much traveled road. Further, the <br />developer does not want to use Wellesley. Does not think it is a good access for <br />their project and don't want it. <br />A gentleman from Broxbourne Ave., wondered why it would not be feasible for the <br />developer to build its own temporary dirt road down the proposed Stearns Rd. <br />Also, is it not possible to provide this means of a second outlet in another way? <br />Mr. Moss said they hesitate to use other people's land, without getting consent. <br />They do not own land all the way out Lorain Rd. and do not own Stearns Rd.
