' ' Public Hearing Minutes of 10-19-70 Page -8-
itself approxima.tely $32,000 and the County approxima.tely $27,000. With the
way this project is designed this property will produce approximately 45
children. Based on 1967-68 school year to educate 45 pupils took $26,453.
4D With contribution developer is making the city will have a net overage of
$96,000 from this project. Most homes in any community do not pay their fare
share for schools. It is commercial property, industrial and apartment
properties that pay. We will not put a burden on City as far as rubbish
removal is concerned - we handle this by ourselves; also maintain the property
and might even have snaw removal. The only city service that we do use is
Police and Fire Departments.
Mr. W. Zahnke, Whitehaven Ave., asked if this will look like Horizons West on
Brookpark.
Mr. Packer said that is a 19 story building - entirely different structure than
he is proposing. Completely different type of structure involved.
Mr. Benedict, Whitehaven, asked if this goes through is there going to be an
increase in Police and Fire Departments?
Mr. West answered anytime a building is put up and particularly an apartment
building it does increase the requirement of the Police and Fire Departments.
A gentleman asked about the buses needed for the 45 children. Asked why not
keep apartments on Brookpark?
Mr. J. Cerny, Whitehave, asked about smoke from incinerators, beer cans, etc.
thrown around parking lot.
Mr. Packer said at the present time compactors are being used. As far as
policing property they take care of that.
Mrs. Hiros asked what grade is this going to be built on. Mr. Packer said at
ground level. Discussion about the downward slope continued.
Kathleen McCrone, Wellesley, asked if they are going to have to put their own
fence up with 45 children and a recreation area. Wellesley has 85 of their
own. Feels if people want privacy they will have to be put to expense of
fencing in their property.
Mr. Packer asked if a fence would satisfy her.
Mr. Keefer, said we cannot stop progress but we can vote not to allow this to
be rezoned and feels Council should consider this.
Mrs. Smith on Overbrook, stated she has a water problem in summer with regard
to pressue being low. Feels this will further decrease water pressure.
Mr. West asked if proposal would come out of same ma.in. Mr. Karhan said no
they will be tieing into Lorain Rd.
Mr. West asked if there is a low pressure problem what are you going to do
up to the 7th floor of an apartment if it were built there. Mr. Karhan answered
they put a pump in basement to pressurize the top floors.
Mr. West asked specifically does this pull water away from the main in which they
get water on Wellesley. Mr. Karhan said it is the same main that feeds Wellesley.
