Council Minutes of 11-8-72 -2_ <br />Mr. West, Chairman Building, Zoning & Development Committee and Long Range <br />Planning Committee, reported the following: Building, Zoning & Development <br />Committee met on October 23, 1972, to discuss Barclay Square 8 story develop- <br />ment. Also in attendance were residents of the area. Results of a traffic <br />survey -re~:e heaid and a design of a xetention system for the storm water was <br />reviewed. Committee and area residents met again on November 6, 1972 at <br />which time location of buildings and layout was discussed, Mr. West stated <br />these are preliminary plans. After preliminary plans there are final <br />improvement plans which mast be submitted to Planing Commission, referred <br />to Building, Zoning ~ Development Committee and then to Council. <br />Mr. West made a motion that Council approve the preliminary plans of the <br />Barclay Square Development Motion was seconded by Mr. Boehmer. Affirmative <br />vote: Boehmer, Giesser, Limpert, Prokasy, Speedling, West. Negative vote: <br />5aringer. b Yeas - 1 Nay - Motion carried. <br />2) another item discussed and reviewed by Committee on November 6th was <br />revision to former Dog & Suds" on north side of Lorain Rd. near Fire Station. <br />This is going to be made into a beauty school. <br />Mr. Taest made a motion that Council approve the parking layout of the beauty <br />school as presented to the B. Z. & D. Comtittee. Lotion was seconded by <br />Mr. Giessen. Affirmative vote: Boehmer, Giessen, Limpert, Prokasy, Saringer, <br />Speedling, West. Motion carried. <br />Mr. Prokasy, Chairman Streets & Drainage Committee and Recreation, Public <br />Parks b Building Committee, commented in view of election results which saw <br />the proposal for storm drainage improvements defeated by a 2 to l margin, it <br />is "back to the drawing board". <br />Letters, Communications: <br />Clerk read letter from St. Brendan Parish Council setting forth their <br />opposition to certain advertisements recently appearing in one of the local <br />newspapers. <br />People acldxessing Council: <br />Mr. Ray Dykes, 2513b Kennedy Ridge Road, discussed proposed salary increases <br />for elected City Officials, primarily groaosed salary increase of Mayor. <br />Mr. Harry Nichols, 3133 Olmsted Drive, presented petitions containing 2112 <br />signatures stating objections to the Barclay Square Development and including <br />their suggestions regarding this proposed development. Clerk read petition. <br />Mr. tdest commented that the land is zoned for this purpose and the property <br />owner is within his legal rights. Mr. West encouraged the residents to be <br />present at Planning Coma-isaion and Council when the final imps t plane <br />are presented. The preliminary plans were in order and with advice of the <br />Law Director, Council has no choice except to approve that which is legal. <br />Mr. Art Bence, 3185 Olmsted Drive, voiced his objections to the Barclay <br />Square development stating hie reasons. <br /> <br />
