Council Minutes of 7-18-72 <br />-4- <br />Mr. Prokasy stated the City can widen all of the ditches anoths-r 20 ft. <br />and if they gt- into a 5 ft. ditcr in Weatlaice they sre going to overflow. <br />Regarding a building ban, Mr. Prokasy does not feel there is a legal basis <br />to apply this. Drainage problems are not a basis upon which you can apply <br />a building ban. <br />Mr. hest cited the number of con~aercial properties that haae retention <br />basins. Also cam~ted that caie of the rearoas K Mart was turned down was <br />because they Headed a 12 ft. deep retention basin to take care of that one <br />particular area. Also disused reasons try there is• no retention 'basin on <br />a street like Lessner. <br />Mr. Prokasy discussed the fact that it is a requireaent at this point that~an <br />any co+sssrcial or apartase~at project that a retenkips- system be built ao that <br />the greater run: off fallowing ccm~-letion is not greater than td#e u off <br />prior to the building. Discussion continued. The real problem is getting <br />the water through the cities. <br />Mr. Fred Mau, 24874 Farm Drive, President of Deerfield Park Civic Assn. <br />discussed the flooding problem in his area. Stated they had no flooding <br />problem until their days t was expanded in 1969 by the addition of two <br />streets. Mr. Prokasy stated <br />that Mr. Boehmer had asked him before meeting tonight about the passibility <br />of meeting with the residents on Gessnsr Ad. sad Fawn Drive regarding drainage <br />probleas. Mr. Prokaay said he and his Conrsittse will be happy to meet with <br />any group of residents, along with Mr. Boehm~sr, to try to resolve their <br />specific problems. Discussion continued. Mr. Prokasy will coetact Mr. Mau <br />in setting up a specific meeting for the Fawn Drive area and Mrs. Rosenberry <br />for Lessner Road area. <br />Mr. H. Rosenberry, 237$1 Lessnez Rd. discussed his flooding problems. Feels <br />that [Jestlake, Bay, etc. should be contacted and a solution resolved. Atr. <br />Prakasy discussed all of the facets of the Seven City report, ~ well as the <br />funding for same. Also commented that as early as 1965 tie Mayor all but <br />begged the City of Westlake to sit dawn and work out this problem. They <br />were not interested, they had no prob3.em. More people are living in Westlake <br />Haw and they have got a problem. Now they are willing to sit down and talk. <br />The basic problem must be worked nut on an areawide basis. <br />Mr. Frank Rush, 5072 Porter Rd., requested records to reflect that his is <br />still dissatisfied with results of his letter of January 15, 1972, requ~sstng <br />a hearing to bear out Mr. Bush's charges about an appointee approved by <br />Council to the Recreation Commission. <br />President O'Neill stated as he had indicated to Mr. Rush, Council was polled <br />and Council is not in favor of having a special meeting on the appc-ietat <br />of Mr. Koontz because Mr. Rcxantz has served on the Recreation Cos*dsst~ and <br />has done do excellent job. There is nothing Council can do regarding the <br />allegations of Mr. Rush. <br />Mr. Prokasy made a motion that Council go on record as rejecting Mr. Ruath's <br />request for an investigation of Mr. Albert Koontz of the Recreation Commission. <br />
