Council Minutes of 7-18-72 -3-
3n connection with Brookpark Extension, and re~#uasted that all appra~rals in
connection with the Brookpark Extension be held back until a meeting with
Council, developer, representative of Gold Circle and offioars of Pine Ridge
H~owners Association is held and buffer zone resolv~i. ~. tit explai~ta~sd
the legislation on agenda tonight is nothing more than approving a plat for
record purposes only. l~r. West raitersted that befogs the final improvemmnt
pleas are approved and permit given, the buffer soAe will be desired. The
Coaaaittee has requested this Eton the developer and when davels~per complies
with alt of Committee's requests only then will Coaa~ittee a~rprave final
imprareaient plans. Discussion continued.
Mr. W. Buade, 24141 Gess~r Rd., discussed store sewer amd water going
into sanitary sewer causing same to back up, ~ well as other water pzab2sems.
W~ted to know wham stmaething is Being to be done about it. 1#~gor Christmem
stated this is a condit3an that has developed since the ie»tallatio~a t>f the
sewers in 1960 where the iaspecti~ a~ad perad,asion to hook oa~to existing
pipes was granted in order to save the homeowner expetwre. Also hares problems
with construction of the sanitary ssaeer on that contract. have got to seal
leaks that are in the sanitary se+rrars in the streets. Dfsicussed the correct-
ing of downspouts, etc. The City has the T.V. cameras aaml equipssnt now to
seal these sewers. hill hsv~e to ga house by house through Lost of that
section of the City. It is a time consuming and costly operat3~t to correct
this. Regarding the storm draiaase problem have just recently receives'!
report - geven Cities -who have cooperated in devaeloping this repcn`t in
trying to solve the flooding problems on an areawida basis, which is the only
physicalway it can be d~crne. Discussed the report seal what has to be doeur.
Mrs. H. Trapp, 23921 Lessner Rd. stated she was not flooded in basesent
until the sewers were put in and east it cones up drainage under wash tubs.
At this point Mr. Boehmsr stated he had met with residents at Mrs. it~samberry~'s
house. Zn contacting the Engineering +ssd Service Departn~ts was inforsed
that the ditch on south lot line of Lessner was cleaned out by hand. Ne
then referred to report made by Mt. Yroka~sy sometime back on retaantioa basins.
Mr. Boehner feels the City should build retention basins which would solve
a lot of problems. Feels too much tine has lapsed. Mr. Eoehner also net
with residents on Fawn Drive who are experiencing the same problems. Mr.
&-ehmer feels that a plan sl~uld be alrp~riated, even if Haney has to be
appropriataed, aired build retention basins. He also Chinks a building ban.
at this time in certain areas of the City should go into effect. Asked
Council to support him 3n this. Also to melee the ditches wider to talcs
care of the water.
Mr. Prokasy referred to report, an engineering study, made at his request.
City spent money on the engineering report by qualified corMpets~tt aagrs
of the entire problem as it relates only to the City of North Opted. The
report showed that the building of retention basins was sot a tawa+sibla
situation with the City of North Olmsted to take care of the probheai. 'That
no ^otter how we approach the situation -the whole probSssa is to gee the
water basically from ffie north side of Lorain Rd. to Lame Brie. City did
not have financial ability or proper aareas to place °r+at+aaton baaiss. What
is needed is a cooperative effort which is what the ~6ayor referred to -the
Stanley Consultant Report -with Westlake and Bay Y3lsge the water has
got to leave to the Iadae amd this is the only answer to the drape problem
