Council Minutes of 7-5-72 ..?_ <br />~rw, Mayer Christman requested a motion of Coeutcil indicating an interest is moving <br />ahead with request is a$kiag for this proposal from Stanley Cc~sultamtts. This <br />does not caves the whole area covered in the report, but because this particular <br />part of Cahoon Creek is is Wetstidce a~td Borth Olmsted and frog Hilliard ~. <br />North there is no iseprovements needed it it, it was felt this is o~ area where <br />the i~lemeatativn of this piaun could be started. <br />Mrs. Beringer, Chairman Enviro~ental Control Com~ittee, read atxcl presented <br />to Council petition she had received from 21 residents on Woodmere Drive <br />regarding flooded basements. <br />Mrs. Beringer scheduled an Bavizoasental Cosctrol Committee mteting on July l0, <br />1972, 8:15 P.M., City Hall. <br />Mr. Giessen, Chairman Intra Gavenimeatal Relations & Legislation Committee <br />reported the Legislation Committee met oa July 27, 1972. Pbllowing items <br />were reviewed and discussed: <br />1) East Rio Gas Company rate increase; it was resolved that a resolution <br />should be drafted by the City against nay rate increase by the East Ohio <br />Gas Company and legislation for same will be requested; <br />2) Undergrauxl wiring for new sv~idivisioas for all electrical ca>lwucrticatian <br />systems is subdivisions of 10 or more lore. It is recommended and legislation <br />will be requested for implementation of mending Housing Code by adding a new <br />section requiring undergro~d communication wiring for electric power and <br />street lighting be uadergrauad for subdivisions of 10 or more lots; <br />3) Affiendmeat to dog and cat ordinance: It was recocmeertcded the present ardinaccce <br />be amended to the fact that if nay dog or cat defecates on any lawn this should <br />be considered a nuisance and unless the pule remove such defecation they <br />would be under penalty. Legislation for same will be requested. <br />4) Property maintenance code far commercial and housing: Committee agreed <br />and rec ed for as exterior maintenance code for comnm:rcial and housing. <br />Will meet with Building Commissioaeer Guaely acrd Law Director Kitchen to draft <br />specific language as to what this should entail. <br />5) G.A. T.V. Cable television: Co®mittee decided they should continue and <br />seek additiacal franchises and also write the National Cable Television Aasn. <br />requesting information regarding cable T.V. <br />Mr. West reported for Mr. Lim~+ert, t~airmma Finance Cass$i.ttee: Finance <br />Committee met on Jae 26, 1972 and discussed transfer of appropriations and <br />ordinance covering rec ations of Finance Committee is ore ageoda. Commi.ttdte <br />also discussed the passibility of improving the Finance Department's abilitq <br />of handling the payroll and same is still under study. <br />Mr. Prokasy, Chairman Streets & Drainage Committee, discussed the flooding <br />canditians due to two heavy rainstorms occurring within a short period of <br />days apart. He stated that the prc~lems the City had caused some sanitary <br />backup problems, but these were all a direct result of flood and excessive <br />storm water and not a problem of the saa~itary system as such. The samtaxy <br />system in some areas got flooded out because of excessiv+ storm water. What <br />this all relates to is the report the Mayor gave concerning the Stanleq <br />Co~ultants' report in a seven city study underway. Mr. Prokasy sad his <br />Committee, as ~ae1l as members of Cou>etcil feel we should go forwaaed. He stated <br />the only e~ay this problem will be resolvascl is on as areawids basis, naming the <br />other mwnicipalites around North Olmsted that also flooded. <br />~~,~ <br />
