Mrs. Beringer, Chairman Enviro~ental Control Com~ittee, read atxcl presented to Council petition she had received from 21 residents on Woodmere Drive regarding flooded basements. Mrs. Beringer scheduled an Bavizoasental Cosctrol Committee mteting on July l0, 1972, 8:15 P.M., City Hall. Mr. Giessen, Chairman Intra Gavenimeatal Relations & Legislation Committee reported the Legislation Committee met oa July 27, 1972. Pbllowing items were reviewed and discussed: 1) East Rio Gas Company rate increase; it was resolved that a resolution should be drafted by the City against nay rate increase by the East Ohio Gas Company and legislation for same will be requested; 2) Undergrauxl wiring for new sv~idivisioas for all electrical ca>lwucrticatian systems is subdivisions of 10 or more lore. It is recommended and legislation will be requested for implementation of mending Housing Code by adding a new section requiring undergro~d communication wiring for electric power and street lighting be uadergrauad for subdivisions of 10 or more lots; 3) Affiendmeat to dog and cat ordinance: It was recocmeertcded the present ardinaccce be amended to the fact that if nay dog or cat defecates on any lawn this should be considered a nuisance and unless the pule remove such defecation they would be under penalty. Legislation for same will be requested. 4) Property maintenance code far commercial and housing: Committee agreed and rec ed for as exterior maintenance code for comnm:rcial and housing. Will meet with Building Commissioaeer Guaely acrd Law Director Kitchen to draft specific language as to what this should entail. 5) G.A. T.V. Cable television: Co®mittee decided they should continue and seek additiacal franchises and also write the National Cable Television Aasn. requesting information regarding cable T.V. Mr. West reported for Mr. Lim~+ert, t~airmma Finance Cass$i.ttee: Finance Committee met on Jae 26, 1972 and discussed transfer of appropriations and ordinance covering rec ations of Finance Committee is ore ageoda. Commi.ttdte also discussed the passibility of improving the Finance Department's abilitq of handling the payroll and same is still under study. Mr. Prokasy, Chairman Streets & Drainage Committee, discussed the flooding canditians due to two heavy rainstorms occurring within a short period of days apart. He stated that the prc~lems the City had caused some sanitary backup problems, but these were all a direct result of flood and excessive storm water and not a problem of the saa~itary system as such. The samtaxy system in some areas got flooded out because of excessiv+ storm water. What this all relates to is the report the Mayor gave concerning the Stanleq Co~ultants' report in a seven city study underway. Mr. Prokasy sad his Committee, as ~ae1l as members of Cou>etcil feel we should go forwaaed.
