<br />People addressing Council:
<br />Mr. Robert Engleson, 6158 Stafford Drive, representing National City
<br />Bank, expressed appreciaticaa for fine relationship enjoyed with the
<br />City over past many years and hopes it continues.
<br />Mr. Delmar Eznest, 3fl106 Lorain Rd., expressed his opinion of the
<br />redistricting plan and stated his objections; also stated he has a
<br />comparative plan.
<br />tor. Richard Spaeth, Tudor Drive, discussed the income tax ordinance,
<br />the ending of reciprocity 'by' City of Cleveland, and asked what action
<br />the Mayors Association has taken. riayor Christman explained when Cleveland
<br />tried to e~ud reciprocity at the end of 147fl, which was not according to
<br />the terc:s of the agreement of Central Collection Agency, this action was
<br />fought by a lawsuit spearheaded by the Mayors Association and was successful
<br />in forcing and ending reciprocity at the end of 1971 - in accordance with
<br />r~ the teams of the agreement. Re also stated Cleveland has every right to
<br />end this reciprocity under the laovs of the State. Mayor Christmas also
<br />discussed a bill introduced into the State Legislature early last gear
<br />that would require mandatory reciprocity throughout the State. I3e stated
<br />he and other Mayors did go and spea~C for the bill but had opposition from
<br />large cities, i.e., Cincinnati, Cleveland, Akron, Canton that do net have
<br />reciprocity. Bill is still in douse Committee. Discussion continued.
<br />Air. Dennis Reimer, Attorney representing North Olmsted Garden Eatatea
<br />asked if same would be before Gouncil tonight. Mr. West stated that
<br />has not even been discussed by the Building, Zoning, S Developenes-t Comai.ttee
<br />so it will not came up tonight.

<br />Ordinance No. 71-171 introduced by Mr. 5peedling was given its third reading.
<br />An Ordinance authorizing the Building Gbmmissioner to proceed with the
<br />demolition or removal of the dwellings on permanent parcel No. 234-20-33
<br />Stearns Road, North Opted, Ohia. Mr. Speedlin$ moved for adoption of
<br />Ordinance, seconded by Mr. West. Affirmative vote Boehmer, Giesser,
<br />Lampert, Prokasy, Beringer, Speedling, West. Aiotion carried.
<br />Ordinance No. 71-173 introduced by Mr. West was given its third reading.
<br />An Ordinance accepting for dedication Fielding Drive 1307.56 feet; Lydgate
<br />Drive 1,3fl7.1~+ feet and Keats Drive 370.5 feet in the Sands Subdivision
<br />No. 3. Mr. t3est moved far adoption of Ordinance, seconded by Mr. Boehmer.
