This was in Finance <br />Committee and that Committee reported a room would be available but no financing <br />available at this tip. Program could be started on a volunteer basis - in the <br />interim, the Mayor would Like to look into a Department of Human Resources in- <br />cluding the elderly. <br />As a Member of the Environmental Control Committee, Mr. Prokasy referred to <br />Res. No. 73-140 on agenda, which requests all municipalities and elected officials <br />of Northern Ohio to help prevent any further runway extension at Cleveland Hopkins <br />Airport. Mr. Prokasy opposes this legislation and would hope that it would be <br />defeated for the following reasons: has not seen a firm proposal on the runway <br />extensions; would not have a direct effect on the City of North Olmsted; cannot <br />be against just for the purpose of being against; could look into possible <br />benefits, etc. <br />Mr. Giessen, Chairman Infra Governmental Relations & Legislation Committee, <br />scheduled a Legislation Cosmtittee meeting on November 26, 1973, 7:30 P.M., <br />City Ha11, regarding pending abortion clinic regulations and review that with <br />the new standards set up by the Cleveland Board of Health; <br />2) Clerk of Council received letter from Senator Paul Matia regarding Resolution <br />urging standards for rules to regulate abortion clinics, and giving his apprecia- <br />tion for Council's concern in this matter; <br />3) Clerk of Council received letter from Mr. George Compson, Chief, Division <br />of Legal Services, State of Ohio, Department of Health, in which Governor <br />Gilligan requested he thank Members of Council for expressing their concern <br />regarding lack of appropriate legislation regulating abortions in Ohio. This <br />matter was the subject of intensive study by the House Judiciary Committee which <br />resulted in passage of Amended H.B. 9$9 and is presently pending in the Senate <br />Judiciary Committee. <br />Mr. Giesser's Committee is working on this - hopefully have something by next <br />Council Meeting. <br />Mr. West, Chairman Building, Zoning & Development Committee and Long Range <br />Planning Committee, reported B.Z & D. Committee met on November 12th and reviewed <br />following: 1) Deerpath Subdivision No. 5. Proposal by developer had been rejected <br />by Planning Commission and after fully reviewing this Committee also recommends <br />that proposal be rejected. <br />Mr. West moved that Council go on record as sustaining the Planning Coasaission's <br />rejection of Deerpath Subdivision No. 5. Motion seconded by Mr. Giessen, <br />Affirmative vote: Boehmer, Giessen, Prokasy, Saringer, Speedling, West. Motion <br />carried. <br />2) Donald J. Scholz subdivision on Mastick and Clague Rds. Committee went thru <br />this with developer - had new ideas -and it was agreed that the developer, Mr. <br />Klingmaa, would review and cose back with his ideas on some of the changes that <br />would better meet the needs of that particular area; <br />3) moving of the Red Fox Restaurant-Tavern. Present development as proposed <br />particularly in regard to parking and entrance and exist from Lorain Rd. meets <br />City's Code. Owners agreed to in$tall basket weave fence around property. <br />Section 1173.02 of Zoning Code stipulates that no tavern or restaurant serving <br />liquor beverages shall be located closer than one-half mile from any other existing <br />similar establishment. This was discussed by Committee and it was pointed out <br />this has been ruled contrary to the city in courts. Committee voted to recommend <br />
