Minutes of Council Meeting of 9-i&-73
-3-
2) repaving of sie Rd. r~uast -City's portion of Bost assaaati~g to ~I2,000.
tinder Nan ~siness gill request legislation giving City's intett to participnat+e in
this prt+-gras;
3) 16aqusst for engineer's faa for striping Brookpa~ Rd. -Will request legislation
giving City's int~t to participle in that progras;
~) when pay osdinaytce for Seati~t Director was draaxa fife Law Director was net
inforartd to sale the increase ret~-sctiva to April 6, 19?3, stn:tfag d+ato es
Recreation Director. Legislation for saes will be requested.
Mr. Speedling, Cha~irmaa Traweportatiarn Cospitt~, reported the Borth aLssted Sub-
Coasttee of the 5 Cotimty Tratsportatia~a Study Gsoup arst ozt Septeaa~ber S, 1973,
to develop a Foaition Paper arith gsrd to the recflawsndations of flee 5 County
Tratatit Study Group and set one Septsaiber 12, 1973, with the repar~entatve of 3
County Transit and presented the Position Paper to these. Poaftion Paper stated:
"The north O2asted Area Subttse of the 5 Count3t Transit gtuely has
generally reached the folloKis~g cc+nclusiona about partieipation in a regi~aal
transportatiaat authority. We ha~3 at or~r disposal the following darcutents :
S year transit developssnt progress: MoaCth Olsatsd area; Costwstty Rsspcxasive
Transit ($R~2); Short r Ca~-ital Iaiprovessnts (~#3).
tie chose to frame our response to the projected sutharity based on the following
three questiaaas .
Q. Would we be satisfied ua~r an umbrella system?
A. NO, not at this fleas.
Q. Would we want to be part of the original authority?
A. ~, because we cast sae say total loss of coaaNenity control over oar bus liaae.
~ would lose curr~t ~tod level of service, an acceptable faro stricture
and .directions of tratseit. We cs>saot support dua~ing into a
pot as lass of control over the faze box is loss of flee systes. We rejs+et
a comet transit authority ea Coto, because we feel that the amity has been
lees than cognisant of suburban probleeos and their solutlOOS . tie resain
concerned about WaO will malx~e the decisions regarding forsrtion of the
authority.
Q. Would ear comsunities support a 1f~ sales tax as proposed by the Mayors
and City Manager's Association?
A. It would probably be defeated on a first round basis; Inflation has grasped
too dieply at our coa~mity pocketbooks to guarantee support of a tax which
would gain vas nothing except less of our systean. Sowever, slusuld the issue
pass we would probably apply for our share of revenue to our system
intact. Our co»unities would probably vote to SAVS a good systes. The
chances are that voters would reject support of sosething that Mould either
lose or do not now have (aa in the case of Olmsted Palls)
This coetsensus is firs based as the information we new have. We are willing to
consider alternative proposals which would not destroy ownership of the Borth
Olssted Bus Line or daaa~d total surrender to an authority which is nebulas
at best.~~
Mr. fleet, Chairsan of Building, Zoaeing ~ Develops~tt Corittee and bang Range
Planaaeg Caaraittee, rapox~txd E.Z.& D. Co~rl,ttee set with arapresaa~tariw~s of Flue
Ridge HR,awae.^s Association to go owr Cold Cfrcie setup. TC+e have b~ quite
a bit of progress Main ices which bas not been taek~at cases of is tl~ shading
of lights so they do not shine in the back. The Building Casaioerer has already
made contact on this to find out where the wades are; std if they caat+st get the
shads reaaonably soar - to turn off the back lights - tfiat part of the parking lot
is not being used;
2) B.Z & D.
