Council Minutes of 2-24-73 <br />-3- <br />Mr. Prokasy moved that Council go on record as voting against the acceptance <br />of dedication of the right of way of Great Northern Estates. Motion was <br />seconded by Mr. West. Affirmative vote: Boehmer, Giesser, L3upext, Prokasy, <br />Beringer, Speedling, West. Abtion carried. <br />Continuing his report, Mr. Vest moved that Council approve the parking latyaut <br />for Great i+brrtl~ern Estates, seconded by Mr. Giesser. Affixm~ttivs vote: B , <br />Giesser, Lampert, Prokasy, Saringer, Speedling, West. Motion carried. <br />7} Barclay Square plan - Committee »et with developer and its view oi' refection <br />by Planning Commission -discussed statue of sanitary sewers end dust mat could <br />and could not be dome. It was agreed that in order to give the develo~-er ast <br />idea as to how long it will take before the sanitary sewers are iu condition <br />for building in this particular-eras, the Mayor would have the Service Director <br />and City Engineer prepare an estimate as to whdn their present survey will he <br />completed and report back to the B.Z. ~ D. Mr. <br />Prokasy eatplaittied reason for motion: The develapmsnt proposed is a legal <br />proper development within a properly scored area. The developers are using <br />their ati+n latxi to build a drive or street access. The Cite does not choose, <br />as it generally does not in this type of subdivision, to have the dedicated <br />street. City would rather leave it for the developer's purpose and have <br />developer maintain the street and various problems therein. AoKever, the <br />City of Cleveland has changed the regulations an water in that theq will not <br />permit under these conditions water easement to developer unless it fronts on <br />a dedicated street. The only stcception being that the Council has gone on <br />record as being apposed to the dedication of the street. <br />Mt. Prokasy gave following report as Member of Parks & Recreation Commission: <br />Recreation Coamisaion's interest in making application for a federal grs~et <br />open space. Com^eisaion has recommendations that will be made to the Plasming <br />Commission and also involving the School Board; hopes to have final. proposal <br />within a month and application made to proper authorities to receive a federal <br />grant to improve parks and recreation facilities. <br />2~ Comtaission is continuing study ate feasibility of an ice skating rink and <br />Swimming pool. <br />People addressing Cecil: <br />Mr. John Fairfield, SO59 Devon Drive, addressed Council on Resolution No. <br />73-7. <br />Council recognized members of Girl Scout Troop 1178 in audience. <br />
