No. 74-163 adopted. Resolution No. 74-1$4 introduced by Mx. Limmpert was given its second reading. A Resolution authorizing the Alsyor to sign a contract with the Cuyahoga Comity Geaexa3. A Resolution urging the State a~ad Federal Govercrosaots to take appropriate steps in the establishment of a regulatory agency for the control end operation of solid waste diapaaal plants on a regional basis, together with the establishment of the appropriate financial afiructure of regional solid waste disposal plants. Ordinance No. 74-366 was introduced by Mr. Wilaewsky and given its first reading. An Ordinance to provide for proper grading of land to provide for the drainage of surface water within the City of North Opted. Ordinance No. 74-167 was introduced by Mr. Wilamosky. An Ordinance authorising the Mayor to enter into a contract with the Walter H. Drape Cary to make changes, revisions awl additions in Part Three, The Traffic Code, to comply with House Bill 495 adc.ptad by the State Legislature, and declaring an urgency. Mr. W13.amoaky mnnvsd for suspension of rule requiring three separate readings explaining that R.B. 995 becomes effective I-1-75 and in lieu of this date it is immperative this legE.slation be adopted on emergency. Motion seconded by Mrs. Saringer. Mr. Gieaser questioned whether this legia3.ation is needed an emer- gency stating all this dose is codify the ordinances. L~-w Mrector Gareau affirmed this; stating he has a commitment that it would be recodified within three weeks. Zn the interimm from 1-1-75 until it is finally accepted by this Council the Police Officers can cite under the State Gode if they feel the need to do so. Affirmative vote: Gieaser, Coggin, Limmpert, Saringer, Sharpe, tdilsmosky. Motion carried. Ord. Na. 74-3.67 adopted. Ordinance No. 74-168 was introduced by Mr. Limpert and given its first reading. An Ordinance establishing a policy for the payment of accumulated sick leave time upon the retirement of employees of the City of North Olmsted who have at least ten years service time. Resolution No. 74-169 was introduced by Mr. W1lammosky and given its first reading. A Resolution urging the Cuyahoga County Mayors and City Managers Association to establish a permanent and on-going review mechanism to study any proposed increase in utility rates. ~''` Mr. Limpert moved the Finance Director furnish Fiscal Officer's Certificate ~'r in connection with Ord.
