Motion carried. <br />Res. No. 74-163 adopted. <br />Resolution No. 74-1$4 introduced by Mx. Limmpert was given its second reading. <br />A Resolution authorizing the Alsyor to sign a contract with the Cuyahoga Comity <br />Geaexa3. Health District for the year 1975, and declaring an esrergenCy. Mr. <br />Li~ert moved for auspaaaion of rule ree.rit-g three separate re~linga, seconded <br />by Mr. Glasser. Affirmative vote, Gieaser, ~"crggin, Li»pert, Beringer, Sharpe, <br />Wilamoaky. Mr. Limgert mmoved for ddoption, seconded by Mr. Gieaser. Affirmative <br />vote: Gieaser, Coggin, Limpert, Beringer, Sharpe, Wfla~sky. Motion carried. <br />Res. No. 74-1$4 adopted. <br />Resolution No. 74-185 was introduced by Mrs. Saringer and given its first reading. <br />A Resolution urging the State a~ad Federal Govercrosaots to take appropriate steps <br />in the establishment of a regulatory agency for the control end operation of <br />solid waste diapaaal plants on a regional basis, together with the establishment <br />of the appropriate financial afiructure of regional solid waste disposal plants. <br />Ordinance No. 74-366 was introduced by Mr. Wilaewsky and given its first reading. <br />An Ordinance to provide for proper grading of land to provide for the drainage <br />of surface water within the City of North Opted. <br />Ordinance No. 74-167 was introduced by Mr. Wilamosky. An Ordinance authorising <br />the Mayor to enter into a contract with the Walter H. Drape Cary to make <br />changes, revisions awl additions in Part Three, The Traffic Code, to comply <br />with House Bill 495 adc.ptad by the State Legislature, and declaring an urgency. <br />Mr. W13.amoaky mnnvsd for suspension of rule requiring three separate readings <br />explaining that R.B. 995 becomes effective I-1-75 and in lieu of this date it <br />is immperative this legE.slation be adopted on emergency. Motion seconded by Mrs. <br />Saringer. Mr. Gieaser questioned whether this legia3.ation is needed an emer- <br />gency stating all this dose is codify the ordinances. L~-w Mrector Gareau <br />affirmed this; stating he has a commitment that it would be recodified within <br />three weeks. Zn the interimm from 1-1-75 until it is finally accepted by this <br />Council the Police Officers can cite under the State Gode if they feel the need <br />to do so. <br />Roll Call on Motion: Affirmative vote: Gieaser, Coggin, Limpert, Sariagsr,Sharpe, <br />Wilaazosky. Mr. Wilamosky moved for adoption, seconded by Mrs. Saringer. <br />Affirmative vote: Gieaser, Coggin, Limmpert, Saringer, Sharpe, tdilsmosky. <br />Motion carried. Ord. Na. 74-3.67 adopted. <br />Ordinance No. 74-168 was introduced by Mr. Limpert and given its first reading. <br />An Ordinance establishing a policy for the payment of accumulated sick leave <br />time upon the retirement of employees of the City of North Olmsted who have at <br />least ten years service time. <br />Resolution No. 74-169 was introduced by Mr. W1lammosky and given its first reading. <br />A Resolution urging the Cuyahoga County Mayors and City Managers Association to <br />establish a permanent and on-going review mechanism to study any proposed <br />increase in utility rates. <br />~''` Mr. Limpert moved the Finance Director furnish Fiscal Officer's Certificate <br />~'r in connection with Ord. No. 74-170, seconded by M». S~geis~ger. Affirmative <br />vote: Gieaser, Coggin, Limpert, Saringer, Sharps, Wilamosky. Motion carried. <br />Finance Airector Gerlach furnished Fiscal Officer's Certificate. <br />
