._ ~ MINt3TES OF TAE MEETING OF THE COUNCIL OF THE CITY OF NORTt; OLi~TL~D DECEMBER 3, 1974 Present: President Francis J. O'Neill, Councilmen Giesser, Goggin, Limpert, Saxinger, West, Wilamosky. Also present: Mayor Ralph Christa+an, Law Director Mic:-ael Garesu, Finance Director Wi12iam Gerlach, Safety Director Raymond Carnahan, Service Director Aenry Caster, City Engineer J. Howard Childs, Clerk of Council Nora Hill. Absent: Councilwoman Sharpe. Meeting was called to order by President O'Neil:. at 8:00 P.M. Minutes of Council Meeting of November 19, 1974, were approved as read. Service Director Caster reported following: 1) regaxding weekend snow - were out at 4;00 a.m. Sunday morning and worked through until 10:00 p.m. last night and continued today and hope we will have no more problems. President O'Neill commented that the Service Dept. did an excellent job sad should be commended on their performanee in view of the elements - Council agreed. Law Director Gateau reported following: 1) Ohio Revised Code with respect to traffic regulations is changing effective January 1, 1975, and the Lttw Director solicited bids from the two publishing companies which he has received within the last couple of days. If President of Council so directs, will forward s on to the Legislation Committee for review and ask foz legislation at next meeting. President O'Neill directed same be referred to the Intro Governmental & Legislation Committee. Mrs. Beringer, Chairman Environmental Control Committee and Long Range Planning Committee, reported following: 1) Environmental Control Committee Meeting was held on November 25th for Council as a Whole is regard to Ohio Be11 Telephone rate increase. Present were repreaentativea from Ohio Beil sad Alan Rrulak, Councilman from Warrensville Agts., who has been quite involved in this particular subject. The resolution objecting to the increase will be amended slightly and be on the agenda for next Council Meeting; 2} another meeting was held on Deceatber 2, 2974. No decision has been made in regard to refuse collection. Committee was awaiting a Iegal opinion which Mrs. Saringer has now xeceived aetd same will be discussed at neact meeting; 3) also discussed a resolution recommending and strongly urgit-g the State and Federal Government to take the appropriate steps to set up the necessary regulatory agency for the control and operation of solid waste disposal plants om a regional basis while at the same ties providing adequate financial support for the con- struction of such regional ~Iid waste disposal plant; 4) scheduled an Environmental Control Commmittee Meetinng on Decker 12, 1974, 8:00 P.M., City Hall. Mr. Giesser, Chairman Building, Zoning & ?)evelapment Cooe~ittee and Recreation, Public Parks & Buildings Committee, reported B.Z.&D. Committee met on December .,...y..~,~
