._ ~ <br />MINt3TES OF TAE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTt; OLi~TL~D <br />DECEMBER 3, 1974 <br />Present: President Francis J. O'Neill, Councilmen Giesser, Goggin, Limpert, <br />Saxinger, West, Wilamosky. <br />Also present: Mayor Ralph Christa+an, Law Director Mic:-ael Garesu, Finance <br />Director Wi12iam Gerlach, Safety Director Raymond Carnahan, Service <br />Director Aenry Caster, City Engineer J. Howard Childs, Clerk of Council <br />Nora Hill. <br />Absent: Councilwoman Sharpe. <br />Meeting was called to order by President O'Neil:. at 8:00 P.M. <br />Minutes of Council Meeting of November 19, 1974, were approved as read. <br />Service Director Caster reported following: 1) regaxding weekend snow - were out <br />at 4;00 a.m. Sunday morning and worked through until 10:00 p.m. last night and <br />continued today and hope we will have no more problems. <br />President O'Neill commented that the Service Dept. did an excellent job sad should <br />be commended on their performanee in view of the elements - Council agreed. <br />Law Director Gateau reported following: 1) Ohio Revised Code with respect to <br />traffic regulations is changing effective January 1, 1975, and the Lttw Director <br />solicited bids from the two publishing companies which he has received within the <br />last couple of days. If President of Council so directs, will forward s on <br />to the Legislation Committee for review and ask foz legislation at next meeting. <br />President O'Neill directed same be referred to the Intro Governmental & Legislation <br />Committee. <br />Mrs. Beringer, Chairman Environmental Control Committee and Long Range Planning <br />Committee, reported following: 1) Environmental Control Committee Meeting was held <br />on November 25th for Council as a Whole is regard to Ohio Be11 Telephone rate <br />increase. Present were repreaentativea from Ohio Beil sad Alan Rrulak, Councilman <br />from Warrensville Agts., who has been quite involved in this particular subject. <br />The resolution objecting to the increase will be amended slightly and be on the <br />agenda for next Council Meeting; <br />2} another meeting was held on Deceatber 2, 2974. No decision has been made in <br />regard to refuse collection. Committee was awaiting a Iegal opinion which Mrs. <br />Saringer has now xeceived aetd same will be discussed at neact meeting; <br />3) also discussed a resolution recommending and strongly urgit-g the State and <br />Federal Government to take the appropriate steps to set up the necessary regulatory <br />agency for the control and operation of solid waste disposal plants om a regional <br />basis while at the same ties providing adequate financial support for the con- <br />struction of such regional ~Iid waste disposal plant; <br />4) scheduled an Environmental Control Commmittee Meetinng on Decker 12, 1974, <br />8:00 P.M., City Hall. <br />Mr. Giesser, Chairman Building, Zoning & ?)evelapment Cooe~ittee and Recreation, <br />Public Parks & Buildings Committee, reported B.Z.&D.
