Council Piinutes of 11-19-74 -5- <br />Letters, Communications: <br />Clerk read letter from Law Director Gareau to Presid~t .11.'lteill regarding legislativ. <br />request to update engineering fees and Law Director Gareau's recoss~endations. <br />Clerk read letter from City of Euclid Law Director which enclosed a resolution <br />passed by that City regarding the problem of solid waste disposal and recycling. <br />Clerk read letter from Michael Wi~a, Executive Director, Office of Aging, in <br />connection with transportation for elderly. <br />Clerk read letter from Mrs. Hodgina, Secretary to the Planning Cosstission which <br />stated action of Planning Commission in regard to proposed bike txails. <br />People addressing Council: <br />Mr. Delmar Ernest, 30106 Lonnie Rd., addressed Council regarding the report of <br />the aiization Board of 1969; easements, and reason he feels a precedent had <br />been established for the other side of Lorain Rd. Lengthy discussion ensued. <br />Mr. Wilamosky requested the Streets & Drainage Coumcittee to review Contract 33. <br />Mr. Goggin to do so. <br />Mr. Richard Spaeth, 28873 Tudor Drive, addressed Council regarding the traffic <br />light timing on Lorain Rd; the striping of Lorain Rd.; transfer of ~props~,ations <br />ordinance and the Lorain Road rezoning. AlI xatters wexe discussed. <br />Mr. Delmar Brnest, 30106 Lorain Rd., addressed Council on the Lorain Road rezoning <br />proposal. <br />,4ary Slams, 4512 Oak Circle, addressed Council regarding procedure on proposal of <br />Lorain Road rezoning. Mr. Giesler explained full procedure. <br />Mrs. Gladys Zipp, 29658 Lorain Rd., addressed Council pertaining to recoem8ndations <br />of Planning Commsission on rezoning of Lorain Rd. and in particular the map -feels <br />it should be a super imposed map. Discussion ensued. <br />Mary Slams, 4512 Oak Circle, addressed Council pertaining to the map for the Lorain <br />Rd. rezoning. <br />Mr. Giessen stated it was his intetion under "Old Business" to request Clerk to <br />post map in a conspicuous place in City Hall. Discussion continued. <br />LEGISLATION: <br />Mr. Wilasnosky moved to amend the Agenda to include Ord. No. 74-128, seconded by <br />Mr. West. Affirmative vote: Giessen, Goggin, Swinger, Sharpe, West, Wilamosky. <br />Motion carried. <br />Ordinance No. 74-128 introduced by Mr. W1lamosky was given its third reading. <br />An Ordinance amending Section 1173.02 entitled "Permitted Buildings and Uses" <br />of Chapter 1173 entitled "General Retail Business District" of the 7cs~ing Ordinances <br />of the City of North 07asted, as amended. Mr. Wilaamesky moved for adoption, <br />seconded by Mr. Goggin• Affirmative vote: Giesler, Goggin, Beringer Sharpe, West, <br />Trtilamosky. Motion carried. Ord. No. 74-128 adopted. <br />Ordinance No. 74-I42 introduced by Mr. Lampert was given its third reading. An <br />Ordinance amending Section 911.03 entitled "Charges cenexaaly" of Chapter 931 <br />
