--- - --- --- - --~Couacil Minu~:tea-of ~TI-6-74
-2-
4) submitted petition with approximately 41 signatures from people on Alexander
who are desirous of seeing the City have soma system of Leaf pickup. 30X of
these people are on old age pension or are disabled, Rave had requests fry
numerous people for this service aad again request the Finanzce Coss~[.ttse Chairman
to look into it and seriously cc~si~r getting additional equipuant. A11 of our
neighboring cities have leaf pickup and if we west to attract people to our City
thinks we should provide this service.
Mr. West commented on thn checking of leaf pickup he had done on Saturday: On
streets that City has ditches the City does pick up leaves out of the ditches.
This includes Alexander. Mayor Christaan stated he would like to clarify the
City's position on leaf pickup: We have requested the residents to bag their
leaves; and they are picked up by either a special leaf pickup or with the
regular collection. In the areas where we do have ditches we have used the Vac-
All - the ape pidee of equiparent that is capable of cleaning ditches of leaves,
etc. for the past few years to keep the ditches clean; generally getting every
ditch in the City about twice in the Fall. This has created a problem. Residents
on streets that have curbs and not ditches see the ditches being cleaned and
wonder when their street will be cleaned. The iaaportaxtce of keeping the ditches
clean was explained. tiayor thinks this 1s a gnowing problem. Thinks the City
should somehow come up with the funds to provide curb-side leaf pickup but it is
going to be expansive and he dues net think Me can do it out of the existing
General Fund structure. The cost to otlu~r cities was also discussed. Mayor
consiented if such a plan is dsters~metl to be necessary, we should be looking at
additional methods of raising r for it. Mr. Lampert discussed area he
had checked on leaf picker last Saturday. Arsked Service Dirsetor to supply the
Finance Coarnf.ttee with cost figux^es regarding these two areas. Also discussed
borrowing of equipsisnt of Fauvism last weeicead. Mr. Wilan~ky asked if the Mayor
has projected figures as to txae-t. Discussion continued. Mrs. Beringer commented
her objection is we tali residents to bag their leaves and the truck comes and
picks up the neighbor's lsav~-. Mr. Glasser stated the F~aance Coe~aittee and ..other
corwnittees have been tal3~ing abet p~rsibly raising taxes in order to have increased
fire and ~=dice protection; and if the City does have $55,000 laying around that
they are going to use on leaves thinks it is time to sit down and work out a
priority and where priority is going W be. Mr. Glasser thinks if the City is
going to use $55,00© we should bars safety forces rather than pick up leaves;
cannot sea, unless you are talking raising taxes, having leaf pickup before we
gar *hp necessary police and fire protection.
Mr. Coggin, Chairman Streets 6 Drainage Committee, announced a Streets 6 Drainage
Committee Meeting on Ncrveeber 12, 19?4, 7:00 P.M., City Hall.
Mr. Glasser, Chairman Building, Zoning 6 Dsvelop~rent Committee and Recreation,
Public Parka & Buildit~s Committee, reponted following: i) in May of 1974 the
B.Z.bD. Committee discussed the Chrysler Re-Subdivision oa Wallet Circle. At
that tins: the Committee looked over the improvement plans and re sd
apporoval of those and also the necording of plots. Mr. Giessen failed to report
out in Council Meeting that Coam~ittee had approved improvement plans:
Mr. Giessen moved that Council approve the detailed improv~at plans of
Chrysler Re-Subdivision, sect by Mr. Goggle. Mr. Wilsnss9ky ascertained from
City Engineer Childs that the plame meet all City ordinances. Aoll Call on
Motion: Affirmative vote: Giessen, Coggin, Lampert, 5aringer, Sharpe, West,
Wilamosky. Motion carxied.
