Council Mir~utes of 10-1-74 -2- <br />petitions totaling approximately 600 signatures of people who are in the majority <br />from Wards 1 and 4 who favor the passage of this ordinance. Mrs. Beringer urged <br />all Members of Council to vote in favor of the ordinance. <br />Mr. Goggin, Chairman Streets & Drainage Committee, reported the Streets & Drainage <br />Committee meeting was to follow the B.2.&D. Gom~ittee Netting on September 26th. <br />However, that matting did not end until 11:00 F.M. so there was no Committee <br />Meeting of Streets & Drainage. RtmTever, Streets & Drainage Committer Muting <br />has been rescheduled on October 9, 1974, 7:00 P.M., City Hall. <br />Mr. Giesser, Chairman Building, Zoning & Development Committee and Recreation, <br />Public Parks 6 Buildings Committee reported B.2. & D. Committer met on September <br />26th and following Items were rwiawecl and discussed: 1) Friendly Ice Cream located <br />at 24059 Lorain Rd. and Committee re ds approval of the parking conditioned <br />upon a solid wood fence in the rear to be between 4 ft. and 6 ft. to be set at the <br />discretion of the Building Commissioner: <br />Mr. Giesser moved to approve the parking of Friendly Ice Cream conditioned upon a <br />solid wood fence in rear to be betwesn 4 ft and 6 ft. to be set at the discretion <br />of the Building Commissioner. Motion seconded by Mr. Goggin. Affirmative vote: <br />Giesser, Goggin, Lampert, Beringer, Sharpe, West, Wilamosky. Motion carried. <br />2) Brendan Woods Subdivision off of David Dr. and Brendan Lane - Committee was <br />going to recommend the subdivision but it has been pointed out by the Engineering <br />Dept. after the committee meeting that the Catholic Diocese Church did not subdivide <br />the land before they sold it to Mr. Boger and that has to be done prior to approving <br />this subdivision. This will be held in abeyance until same is done; <br />3) Discussion of Brookpark Extension - Res. No. 74-52 did not pass at last Council <br />Meeting because of two negative votes aad legislation requires three-fourths affir- <br />mative versa. Discussed objections of the two councilmen - namely four points: <br />a) overall plan being submitted at one time. Number of issues were diseased; <br />namely, there is presently $55,000 deposited in Court which could be withdrawn at <br />anytime by the owner Mr. Mathews snd the procedure to go ahead with the plan as <br />specified in Res. No. 74-52 is ur~at sad that the Council would then itaoisdiately <br />go ahead with the drawing of a plat: and submit plans for the relocation aspect of <br />Brookpark Road to the State of Ohio for their approval; <br />b) Traffic on Dover Center Road - This was discussed and reiteration of what <br />happened with Mr. West's Ming and Mr. Giesser's conversation with Mr. Porter <br />regarding Dover Center Rd. and that lays in abeyance. Dots net think the City can <br />do anything about that. Did indicate on the relocation - the extension of Canter- <br />bury Rd. will help alleviate the traffic on Dover Center Rd.; <br />c) North Park Easements and as indicated have asked for legislation giving back <br />35 ft. of easements to three residents on North Park Drive; <br />d) Access on Brookpark Rd. - Rini, and Zayre - whidzwas discussed and there w#re ~. <br />number of alternatives. Mr. Stark, o~naer of the parcels was present and he gave~~ <br />Committee his viewpoints. <br />When all items had been discussed, Mr. Giesser inquired of Mrs. Beringer whether or <br />not she would make a motion for reconsideration which she did indicate yes and at <br />that point Mr. Giesser considered the meeting over. This is why the motion to <br />reconsider Res. No. 74-52 is on Agenda. <br />4) Committee then moved into discussion of Riwanis Mini Park. <br />Mr. Giesser moved to amend the Agenda to include Ord. No. 74-141 which is the <br />mini park donated by owner on Butternut Ridge Road to the City for specific <br />purpose of making it a walk-in park to bt operated and maintained by the Riwanis <br />Club of North Olmsted.
