Council Minutes of 10-1-74
-3-
Goggin, Lampert, Saringer, Sharpe, West, Wilamosky. Motion carried.
Mr. Giessen stated regarding Brookpark Extension Mrs. Saringer rela~eed to him
on Monday that her comment that she would :asks a motion to reconsid+e~t did not
necessarily mean that she would vote in #avor of the legislation. It was Mr.
Giesser's understanding that it does mss that; otherwise there is m reason to
make a motion to reconsider. Mr. Giesses received indication that Krs. Saringer
would not be in favor of .Res. No. 74-52. As a result legislation has been prepared-
Ord. No. 74-140 and Mr. Giessen thinks it is urgent that the Council proceed to
withdraw the funds deposited with the Court if the Brookpark Extension is not going
through.
Mr. Giesler moved to amend the Agenda to include Ord. No. 74-140, seconded by Mr.
Lampert. Affirmative vote: Giessen, Goggin, Lampert, Saringer, Sharpe, West,
Wilamoskp. Motion carried.
5) Committee discussed dedication of West 308 5t., North Court and South Court, in
a new subdivision. It is recaasended by the City Engineer that they have met all of
the requirements of the City Code attd that these streets should be dedicated.
Committee recosmends dedication of these streets;
6) Mr. Giessen has one other request. There was a discussion in the meeting
regarding Oring Drive near Aaalea - northwest corner a parcel of land that evidently
was a lift station; and the lift station has been abandoned -~ there is a question
as to what to do with this parcel. Mr. Giessen requested this be referred to his
Committee.
President O'Neill referred subject :natter to Mr. Giesler, Chairman Building, Zoning
& Development Committee.
Mr. Giessen scheduled a B.Z.&D. Committee meeting on October 9, 1974, 8:00 P.M.,
City Hall.
Mr. Lampert, Chairman Fin~ce Committee, reported Committee met on September 30,
1974, along with other Meyers of Council, Administration and Mr. Bayne Kuhn of
MacDonald & Co. for the purpose of reviewing the financing of the sewer system Io-
date and to study the effects of Ord. No. 71-102 which provided a 7X increase in
sewer rates effective Feb.. 1, 1975. Is pleased to announce the netws is good. Mr.
Kuhn reviewed the figures that were set up in 1971; the projection as far as tap-in
fee; repair; maintenance and operation of the plant. We have been able to maintain
and operate the plant within those projected figures. Because of this Mr. Kuhn
pointed out that he felt there was no need for an increase in the sewer rates at
the present time. He did point out that in postponing the increase are should keep
in mind February of 1976 sad hopefully in reviewing the operation again at that
time we can postpone any further rate increase. Legislation for same will be
requested. Mr. Lampert felt the City should be commended because we have been
able to maintain and operate the plant within the projected figures and especially
when all public utilities are requesting rate increases far their facilities. We
are fortunate to be able to maintain our sealer rate that was set back in 1971.
2) would like to report an Friday the City was visited by a Conottes pertaining
to Environmental Control. Committee was made up of individuals throughout the
Country. After visiting the Plaint and viewing the operation cosnaended forth Olmsted
as one of the best facilities they have seen so far in the Hatton.
3) Mr. Lampert to schedule- a Finance Committee Meeting at a later date.
