Council Minutes of 9-17-74 <br />-6- <br />Mr. Lampert moved to amend Agenda to include Res. No. 74-138, seconded by Mr. <br />West. Affirmative vote: Giessen, Goggin, Lampert, Saringer, Sharpe, West, <br />Wilamoaky. Motion carried. <br />Resolution No. ]4-138 was introduced by Mr. Lampert and given its first reading. <br />A Resolution authorizing the Director of Pub11c Service to advertise for bids <br />for liability insurance cowering Offidals, Metebers of Council, lloyees <br />and Members of the Boards and Coadssons of the City of North Olmsted. <br />Mr. Wilamoelcy stated he does not recall Res. No. 74-138 ever being assigned to <br />a Committee. Discussion ensued. Mr. Lisipert stated this was discussed with <br />Council se a Whole. Lana Director Gareau stated this resolution tras prepared on <br />a last minute basis: haws had a lot of discussion concerning liability insurance <br />for boards and commissions effecting fs^om suits as we have seen in the past, and <br />thought it was of some urgency to have it introduced tonight but it is up to Council. <br />Mr. Lampert cosauented at the tiffs this was discussed he felt all Council Members <br />agreed. Mr. Wilamosky stated he does not recall discussing this ~r1.th Council as <br />a Whole but does recall talkies with I~ Li~rert and other City Officials pertinent <br />to this matter. Mr. Wilaeusky feels it is a matter that should be dealt:; with as <br />rapidly as possible giving reaeroas therefor; and has no objection if Council <br />suspends rule requiring legislation be sent to Committee. <br />Mr. Wilamosky nerved for suspension of Council Rule requiring Iles. No. 74-138 be <br />sent to Comaa3.ttee, seconded by Mr. Giessen. Affirmative vote: Giessen, Goggin, <br />Lampert, Saringer, Sharpe, West, Wilamosky. Motion carried. <br />Under 01d Business: <br />Mayor Christman stated it is important in light of the vote On Res. No. 74-S2 <br />that Council deteraeine whether or not we should pursue the extension of Brookpark <br />Rd. from its present terminus out to Lorain Rd. Much of the traffic planning <br />in the City has been built around it. There is considerable City fey tied up <br />in the appropriation of land for the Extension and if it is Council's intention <br />not to see this road through to completion then Mayor thinks that another look <br />should be taken on acquiring the land from Mathews. Thinks it would be a caaplete <br />waste of City money if this Cound 1 does not wish to see the road through. Thinks <br />it should go before a Committee to make a determination as to twat they are going <br />to do with this road - leave it in its present state or continue to strive to <br />complete it toward the plan adopted scs~e pears ago. Mr. Giessen stated he is <br />in agreement with the Mayor. Pointed out considerable money is being exper-ded on <br />attorneys fees, etc. trying to acquire Mathews property. Discussed legislation <br />that was defeated was originally passed a year ago and explained the chaage in <br />valuation on amounts ~tid'i necessitated Res, No. 74-52. Peels Council should act <br />very quickly on this matter for final determination. Mr. West discus:ed Res. <br />No. 74-52 and referred to Traffic Consultant report wherein it is stated that <br />without this re-arrangew~t of Brookpark and Canterbury we are going to have <br />complete strangulation of our traffic. Discussion continued. Mr. test could <br />like the:B.Z.&D. Committee bri~tg back a recoemandatian. Mrs. Saringer stated <br />she thinks it would be more feasible to get-the overall picture right at the <br />beginning; we not only have to think o€ Great Northern but people on the other <br />side. Has been against this from the beginming - does not think it should be <br />permitted to choke off north lane - feels we are in abetter position non to <br />have everthing figured out from beginning. Discussed meeting at State Highway <br />Department. Mr. Lampert gave his comments and Law Director Gareau explained <br />the legislation before Council tonight.
