Council Minutes of 5-21-74 <br />-4- <br />Mr. John Fairfield, Devon Drive, addressed Council on Ord. No. 74-75; stating <br />his views on creation of a new position, etc. <br />Mary Slama, 4512 Oak Circle, addressed Service Mrector Caster regarding the <br />odor at the Treatment Plant, and inquired what progress is being made. Mr. <br />Caster explained what status is. <br />Mr. Huntington, 29701 Wellington Drive, a~dtlreased Service Director Caster <br />regarding compression of trash aa:-d grass clippings which produces a liquid <br />residue - such liquid pours out onto streets creating odor amd other problems. <br />Discussion continued. Mr. Goggin ca tad problem is prevalent in other areas <br />and would like to see if soeething can be done. <br />Mr. Michael Violi, Dover Center Rd., addressed Council and Administration regarding <br />odor problem at Treatment Plant. Discussion ensued. <br />Mr. Bill Bruton, Rew Drive, addressed Council regarding odor at Treatment Plant. <br />Mr. Huntington, 29701 Wellington Drive, addressed Council in connection with <br />Treatment Plant odor. <br />Mr. Bernard Baker, Stearns Rd., addressed Council thanking them for visiting the <br />Treatment Plant, etc. <br />Mrs. Florence Chabek, 5930 Canterbury Rd., addressed Council asking them to <br />take problem of Sewage Plant into consideration when Forest City approaches <br />Council to tie into sewage plant. <br />Sharon Blass, 3962 Pine Circle, addressed Council regarding time limitatioa of <br />audience. <br />LEGISLATION: <br />Mr. West moved to amend Agenda to include Ord. No. 74-75, seconded by Mr. Lampert. <br />Affirmative vote: Goggin, Lampert, Beringer, Sharpe, West, Wilamasky. Motion <br />carried. <br />Ordinance No. 74-26 introduced by Mr. Lampert was given its third reading. An <br />Ordinance amending the Codified Ordin~ces of the Citq of North Olmsted by creating <br />a new Chapter 163 entitled "Departt of Human Resources", as amended. Mr. <br />Lampert moved for adoption, seconded by Mr. West, <br />Mrs. Beringer asked if Finance Committee would consider amending ordinance again <br />to include ,fob qualifications for Director as outlined in report of Youth Advisory <br />Commission. Mr. West and Mr. LisrQert explained why ordinance should not be atwended <br />at this time for fob qualifications. Mrs. Saringer coaa,snted when Council approves <br />Director report should be kept in mind. <br />ROLL CALL ON ADOPTION: Affirmative vote: Goggin, Li~ert, Saringer, Sharpe, <br />West, Wilamosky. Notion carried. Ord. No. 74-26 adapted. <br />Ordinance No. 74-48 introduced by Mrs. Sharpe was given its third reading. An <br />Ordinance amending the Codified Ordinances of the City of North Ola~rsted by creating <br />a new Chapter 735 entitled "Maintenance of Unoccupied Comti-ercial Buildings", as <br />amended. Mrs. Sharpe moved for adoption, seconded by Mr. Wilatiaosky. Affirmative <br />
