Childs . <br />Mayor Christman recomtteands that Cottacil crests the position of First Assista~tt <br />Engineer and make it effective as of the fiaet of Maq, and have Mr. Childs sit in <br />this position. <br />President O'Neill verified that the Mayor is requesting a new fob description or <br />position in the organizational chart. <br />Mayor Christman stated that i.s right and it can only be for a liffited tine until <br />the answer comes back on the examination. <br />President O'Neill asked if the I~layor will quote a salary range on this particular <br />position as opposed to what Mr. Childs was receiving in capacity he served. <br />Mayor Christman stated he would recoea~td $18,000. per gear. mayor Chriatwim <br />commented on going above the $18,000 figure rotten Mr. Childs ret~eives his registra- <br />tion. Further, this man can go in the City of Cleveland and coaosnd a far higher <br />salary. President O'Neill commented he does not think there is any question about <br />that. <br />Mr. Wilamosky asked if Mr. Childs has resigned the position. Mayor Christian <br />stated yes - harever, do you resign something you never really had. He is no <br />longer sitting in the position. <br />President O'Neill asked Loa Director Gateau if legislation could have to be <br />prepared to the effect that Mr. Childs would be covered fzowt that period of time <br />that he actually served the Citq. Law Director Gateau stated it either could <br />be done two ways - it could be done on a icetroactive basis or it could be done <br />on the basis of a morals claim. <br />Mr. Caster, Service Director, coeaeented the Mayor did not appoint Kr. Childs - <br />the Mayor announced the fact that Mr. Childs will be filLtag the position of <br />Acting City Engineer. Mr. Caster stated he actually appointed Mr. Childs. <br />Mr. Lampert stated the point is well clear here - it is something that is not <br />new to anyone. Tote Mayor made it quite clear when he suggested Mr. Childs' name, <br />the circtn~tances we were under, Does not think any racks ware uncovered worth <br />talking about. Ttie Mayor admitted this was a mistake and Mr. Lampert feels it is <br />ironic that it was not questioned prior to this. The position is now to resolve <br />it. Mr. Lampert would Like to go along with the Mayor's recose~dation that the <br />organizational chart of the Bngineeriag Dept. be changed tsttil the results of Mr. <br />Childs' examination is received. If Mr. Childs does not pass exaainatioa then <br />we wi11 seek elsewhere for a qualified City Bngineer. <br />Mr. Glilaffiosky stated perhaps he was mislead -perhaps Mayor Chsistss~- did not <br />make the appointment. Ae referred to minutes of Council Meeting of April 16th <br />wherein the Mayor reported out the appointment of Mr. Childs and in Mr. Castex's <br />
