Council Minutes of 4-2--74 _2_ <br />Mr. Wilamosky, Chairman Intre Governmental Relations & Legislation Comdattee, <br />reporte$ Committee met on March 28, 1974; all cometittee me~-ers in attendance, <br />and discussed following: 1} situation regarding the parking of semi-trailers <br />and using same for warehousing merchandise at Gold Circle Store. C.ttee <br />reviewed Law Director Gareau's letter sent to Gold Circle .Storage Headqua~rt~:rs <br />in Columbus. Letter was a notice that this pracice is a violation of the Gity`s <br />Zoning Code and further ordered thm storer~m to remove the warehouse on wheels. <br />Coamnittee recommends that legis],ati+~ be considered to deal directly with this <br />type of situation and other situaticses of a similar nature; <br />2) Committee further discussed emargamcy eacits at auto washes. Mr. Wilamc>sky <br />requested a joint meeting of B. Z. & D. ComamEttee and Legislation Committee to <br />be held April 10, 1974, 8:00 P.M., City Hall; <br />3) Letter was sent to Clerk of Rocky River Municipal Court requesting information <br />pertinent to the financing of the Gaunt. Have been asked to review the method <br />of financing and make reco~..~endations for future finking due to increase in <br />operating costs. North Olmsted has been asked to participate. In speaking with <br />Mr. Wright, he indicated that .North Olmsted was the only ccmtmunity of the parti- <br />cipating communities who responded to that request. <br />Mrs. Sharpe, Chairman Public Safety, Health b Welfare Committee, reported <br />Committee met and discussed application of a New C-2 permit for Southland Corp., <br />2$646 Lorain Rd. Letter was sent to Chief of Permit Division, Columbus, Ohio, <br />advising that applicant is in a dry precinct. Read letter from Department of <br />Liquor Control advising that no permit will be issued for above premises at this <br />time. <br />2) read letter from Ann Donovan, Elmhurst Rd., regarding establishing a Pond Copp <br />also requesting a litter container for northern area of parking lot facing Elmhurst <br />Rd. behind Marshall Organic Food Store. <br />Mrs. Sharpe requested Service Director to put a container in parking lot facing <br />Elmhurst Rd. <br />Mr. West, Chairman Transportation Committee, reported Committee met last night <br />with County Commnissivaer Seth Taft and two employees of County Governme:tt to <br />discuss an areawide transit authority. Meeting was at request of Commissi+otter <br />Taft. There are at least two proposals for an areacaide transit authority. <br />Committee reviewed County Commissioners' proposal. Presented layout of what it <br />would mean to North Olmsted to have a county-wide transit authority. Many <br />questions were asked and Committee was given a list of information that is needed. <br />Committee agreed to review same and meet back with County Commissioner. They also <br />requested that there be a Public Heating to get a consensus from those who are <br />interested in attending and hearing what such an areawide agency would be like <br />and what would be involved.; <br />2) have received report from Lake Erie Regional Transit Authority who feel they <br />have the authority to set up a County-wide regional type of transit authority. <br />Have not reviewed report in detail but will. It appears there is a lot of <br />pressure on to have this kind of an operation and there are those who feel that <br />it must be done by the end of this year or C.T.S. will be in deep trouble. <br />Gommittee agreed to work with them - there are absolutely no coaemitments. Committee <br />will gather information and see haw it affects North Olmsted. Gommi,ssioner Taft <br />reiterated that theq can understand our doubts and reluctance to approach such an <br />areawide transit authority inasmuch as~we have probably the best service for our <br />people anywhere in the County. Therefore, they have included in the package a <br />guarantee that we would not lase arty of the service and that there would be as <br />
