<br />Council Minutes of 1-15-74 <br />-5- <br />Mr. Limpert moved the Finance Director furnish Fiscal Officer's Certificate in <br />connection with Ordinance Na. 74-12, seconded by Mr. West. Affirmative vote: <br />Gleaner, Goggin, Limpert, Beringer, Sham, West, Wilas~osky. I~tioa carried. <br />Finance Director Gerlach furnished Certificate. <br />Ordinance No. 74-12 was introduced by Inc. Limpert. An Ordinance authorising the <br />issuance of $95,000 bonds for the purpose of paying the cost of acquiring certain <br />real estate on Lorain Road as a site for the a~tpane-ion of the Gity ~ild~rg Gotrplex, <br />and declaring an emergency. Mr. Li~ert sovsd for suspension of rule regnr~-g <br />three separate readings, seconded by Mr. West. Affirmative vote: Glasser, Go~gin, <br />Limpert, Beringer, Sharpe, West. Dteaative vote: Wilsmosky. Mr. Limpert moved <br />for adoption, seconded by ktr. West. Affirmative vote: Gieaser, Goggin, Limpert, <br />Beringer, Sharpe, West, Wilauwsky. Motion carried. Ord. No. 74-iZ adopted. <br />At this time President O'Neill asked Mayor Christman if it mould be possible to <br />install some type of acoustics in Council Chambers stating reasons therefor. Mayor <br />Christman stated Service Director Caster will look into this. <br />Under New Business: <br />Mrs. Sharpe requested Safety Director Carnahan to report back to the Safety <br />Committee on discussion this evening regarding traffic situation is Shopping <br />Center and on Lorain Rd. <br />Mr. Limpert discussed with Service Director Caster the width of grate on manhole <br />covers; this in connection with thin wheel bicycles and questioned if there was <br />a hazard. Mr. Caster said it is a hazard. Zhere is no way to chsnge covers to <br />run bars in opposite direction - they are not made that way at this time. Feels <br />in the neax future they will melee replaeeament covers far those inlets. Mr. <br />Lampert discussed bicgcle ordinance with Mr. Glasser. Discussion continued. Mr. <br />Glasser pointed out that he and Safety Director attended meetings with Safety <br />Council in Cleveland and North Olmsted has the most up to date ordinance there is. <br />The question was raised of requiring everyone to ride on sidewalks and there was <br />no City there willing to support this. The Safety Council tried to get a <br />continuity ordinance between cities so that eyerone knows what to ck~. If North <br />Olmsted wanted to stick to sidewalks they could. It was felt the. minimum age <br />for riding on sidewalks should be 14 and above 14 should ride in the streets. Mr. <br />West pointed nut if there is a bump is the sidewalk the ten speed bicycles will <br />go out of line and are very expensive to repair. Discussion continued. <br />President O`Neill stated he has received a number of calls from people who are <br />concerned about the accumulation of water at curbs and cited examples along Lorain <br />Rd. Mayor Christman referred to Resolution passed a few years agto requesting the <br />State to resurface Lorain Rd. Mayor Christman discussed the asphalt that has been <br />put on from time to time which has caused poor curb' drain. ae feeds the only way <br />to correct this is to go dawn to the bare concrete and start from scratch to get <br />a proper curb drain. This would be very expensive. In checking with the State <br />as to resurfacing Lorain Rd. they indicated it will be scheduled but there are <br />other priorities to come first. <br />2Rr. Caster discussed areas mentioned as well as area in front of St. Richard's Church. <br />Service Dept. does have plans and have purchased inlet basins for the north side of <br />Lorain Rd. to carry the water to the east. It is a matter of time until there is <br />available manpower to do that work. <br />
