Council Minutes of 9-16-75 -3- <br />City Bngineer Childs reported followi.~tg: 1) was asked at last Council 24eeting to <br />look into the feasibility of stor~re retention bssins far alleviating sosie of the <br />big flooding problems especially in the northeast suction of the City. ?Ir. Gilds <br />discussed the fact that we have a lot of stogie retention basins in the. City - <br />have beeca using them for apprcne~er- ely 8 years oa all the rarer commercial da~relap- <br />ments and more recently have us+led Frith increasing fraqueecy a~i coca re~raired <br />them on the last three residential subdivisLams installed in the City. Intr. gilds <br />explained duet we are believers is stoma retemtiaa bins but 1lr. Childs only <br />believes in them when they are incox~uted into the itittial development a~ explained <br />hie reasons. Mr. Childs further explained the probleaeas involved when there is axe <br />existing residential area and you try to incorporate a storm retention systemm into <br />that to alleviate flooding. problaw. LuchrS.g B Asseciatss looked into storm retention basics in a <br />couple of locations within the qty amd 9' caeece ~ with tinny of the kind of <br />conclusions that Mr. Childs stated, and concluding with the statement that they <br />would have to put in deep basiaaas end ksga tle~ae reasonable in else and ham pump <br />stations; and they roc looking at other ways to do it. I~r. Chile referred <br />to regional storm drainage study by Staa~ley g Associates in 19Th, which leaoked at <br />not dust Borth Olmsted but also at ail of the swcroundin$ hiss including <br />Avon, Avow Lake and Fairview ~ i~ci:y iCvyer to the east, as well as th+e ties <br />to the north and looking at the draie in the whole area -they concluded right <br />acroas the board for everydr basins they lamked at that it aas m cast <br />effective to spend the manly on wid+rteg end deepening the ditcdaes amd the creeks <br />rather than put the money into storm retention basins. Mr. Chip stated we will <br />continue to look at it but he is not optisristic that storm retention basi+ae are a <br />good solution to the problems wa have, Nr. Childs thinks instead ~+!e have to <br />consider the route that eagiring stes in the past shoa- to be more most <br />effective - ns~aaely, the wd~+e}ing ar~d ing of ditches; anal to ~ that in a <br />reasonable way you have to consider a systaex that is not gust for North Olmsted <br />but also to the communities to the north in w~.ch tlm- ditcl»s and creeks Baer on <br />their way to the lake. I~r. Cl3ilds discussed regio~ca]. basis and federal funding <br />which is needed on a large scale, etc; <br />2) the new burner is on line am+d is operating at the Wastewater Treant Plant. <br />There is a noticeable reduction cmt the c-dor level at the Plsnt. Thinks there is <br />a definite iagsrovement and there is a dramatic tin and arauad the <br />oxidimed sludge building. lac. Claeilde m~tianed that the burner system is rurnaiag <br />without two of the final corssats fet to be delivered. Got tired of „ties so <br />substituted them. There wi11 be a shntd+~rn of the system in the future to install <br />the two components - hopefy this wi11 take Daly a couple of days; <br />3)Ord. No. 75-210 on agenda authorises peysees-t ~r resurfacing of ter paxt of <br />Walter Rd. Since work has already bees done and a bill preseAted, like to <br />request passage under suspe~ion of rules. <br />Finance Director Gerlach reported fallowing: 1) County Budget ComrdYssion has <br />notified the City that our award of local government funds for 1974 will be <br />about $258,000 -this is ~ lone $27,11 that we are receiving in 19]S; <br />2) Ord. No. 75-211 on agape: If trail is passed that will free ~ about $24,000 <br />of City money that the City caa~ sure use this Fall; <br />3) at next Council Meeting believes there will be a tax rate ordnaa!ace from the <br />County Budget Commission that wetuld set the property tax rate at 12.1 mi11s. <br />Law Director Garesu reported that in flue past week he has conferred with the <br />Engineering Department, Building Departma~et, B.Z.& D. Coand.ttee of Council and <br />
