Mr. Dan t~arcis, 24285 Maple EidEe ltit., addressed Council at length pertaining to pining of raw sewerage into the store sswers~ ditch behind ale School.; the building of Oxford Oval nerd ttwe flooding problerws which have ensued; ditch that runs through his pro~rty and s~.nce Oxford Oval was built that has not been cleaned periodically; the elersston of'~ie ditch; E.P.A. rules; fl®oding problems he has experienced, etc. Lesngthy discussion ensued. President O'Neill xequested Service Director Caster to check into the wetter to see if there is an existing pro~-lem in c~n~ctoee with the ditch to sae if it could be handled without too h Mr. Ckilde- said the roadside ditch has been surveyed and data is on his d+ssk - will be ~rtting to it this uaerek. Mrs. 5aringsr stated it is her uer~dersta~ling that you caxneot legally stop scone from developing their property because of conditions discussed and asked Lerw Director Gareau if this is true. LaAt T~rector Gareau stated this 18 basically correct -discussed the fact that you cannot prohibit the cassrsstruction or develo- ment of property but you can rer8ulate it aith respect to retention basins, etc., and making sure that the property is properly graded, etc. LEGISLATION: Resolution No. 75-49 introduced by Mr. Coggin was given its third reading. A Resolution requesting the State of t7bio Uepartme:nt of Higheneys to take imediate steps in the resurfacing of Lorain l~Osd in tare City of 1!Tortb Olmsted as d. Mr. Coggin eeo-verd for adoption, s ed by Mr. Wlaoosky. Affirraeative vote: Beaty, Coggin, Limpert, Beringer, nest, Wilaerioeky. lotion carried. Rea. No. 75-49 adapted. Ordinance No. 75-182 introduced by 1!bcs. Sharpe was given its third rending. An Ordinance authorising the ~eyor to meter into an agr t with the Metropolitan Health Planning Corporation for participation in a regional esergerncy syedcal communications systese, and declaring err eaaergency. Mr. West ~aroved for a~larption, seconded by Mr. Li~ert. Affirostive votes Beaty, Coggin, Lsq-art, Beringer, West, Wilamosky. Motion carried. Ord. No. 73-I82 adopted. Ordinance No. 75-187 introduced by ldar. Coggin was given lint third reading.
