Mrs. Beringer asked if the cleanup work will also <br />include repairing the driveway into the Park and the fence that was damaged. Mr. <br />Childs stated yes. <br />Mrs. Beringer, Chairman Envir tal Control Committee and Long Range Planning <br />Committee reported following: l) izegardng Ord. No. 75-25 on agenda on third <br />reading would like to remind the Council dtie to an increase in cost of manpowex <br />and equipment the Committee finds a charms for commercial rubbish pickup must be <br />established. Our only other alternative is to abolish cem4marcial pickup altogether. <br />All of the Committee 1K~pbers are in accord with this and urges Cot~cil support. <br />In regard to an article in local nawspa~er last evening gertainin$ to this subject <br />would like to refreshen memories: On AugRest 10, 1973, a letter was sent to Mr. <br />Giesaer, then Chairman of fire Lagislatic~ Ctmrmittee from Pub3ic i~e>rks Commissioner <br />in regard to a revised ordinance conerning commercial pickup. At this tame 1t <br />was requested to be given top priority. This Xsgislation was tabled on December <br />18, 1973. On August 12, 1974, another letter was sent to Lsgislatit:n Committee in <br />regard to commercial pickup of solid j+wsts and it, in turn, was put into the <br />Environmental Control Caa~ittse. Ctm~e~ttae met on Septe~er 4, 1974, and discussed <br />the conditions that now exist with the Service Director and the Public Works <br />Commissioner. Also took a tour v# the City checking out existing conditions. <br />Committee met again on October 7, 1974. ifare facts were revaa and discussed <br />and it was discussed then parha~s a citarga alusuld be established plum limiting <br />the am~+unt to be picked u~p. tIh t~atr 4th at another Comd.ttes Ming it was <br />decided to request a legal cq+inian frem the Law Director. On Datmrmber 12th the <br />Committee revia~red legal t~ia~icn as~d ravi+ewsd proc~urss of surrcaunctin'g cities. <br />On January loth Co~mmittes met again to iron out problems on coa~ercial rubbish <br />pickup and anstouncad that we had r~#a a decision and were waiting a rough draft <br />of legislation. tyn February lOtia t cy+rsr the rough draft; made corr~tions and <br />it was introduced and put ou first seeding cal February 1$th. At this time quite <br />a few questions were raised by Co~ueci].mim Giesler and lsngthp discussions followed. <br />Mrs. 3aringer sat up another Ccamittae m«ttit~g on February 25th for all Council and <br />anyone who had any questions r~e$,ttrding this l+egialation. Again would like to stress <br />we presently have two ardinancas tyn the btH~€s -one requiring a charg~a far commer- <br />cial and one requiring apartments have private haulsra. They have not been <br />workable. The Committee hen spent y g hours trying to come up with a good <br />workable one. Thinks the plic i~ base we11 informed and the Char of Commerce <br />also; especially wha-n one of the C~-uncilman happens to be Vice President of the <br />Chamber there is no reason why they should not be we11 informed. Is sure the <br />President of the Chamber receives rite minutes of Council Meeting and if he has been <br />reading them, this has bey god tea since August 1974. Seas no need to delay <br />this legislation any furti~er. Got see how anya~ can s~ it has been railroaded <br />through. It has three readings and it is not being passed on amsrganc~. The <br />Committee made a decision anti Mzs. 5aritr thinks Council cht~u9.d act on it tonight. <br />Have had numerous meetings giving fu1»l data3.ls, reasons and explanations and those <br />interested should have macbe the effort to attend these aeetings instead of waiting <br />until now to hold up this vital legislation. Any cameiercial +tnterpriss is in it <br />for a profit. They get police sut~u3 fire protection for the taxes tray pay; and if <br />you check the police record you w-i.ll sae how the. calls for checks on carssrreial <br />enterprises outnumber that of private ho~sawners. Why should the City be subsidizing <br />the rubbish pickup for only the select 252 of the commercial establishments. <br />Mr. Ooggin, Chairman Streets & Drainage Cam~sittee, scheduled a Committee meeting <br />on March 25, 1975, 7:30 P.M., City Ha11. <br />f-- <br />
